Efforts to Complete Quality-assured Constructions on Schedule

Despite facing numerous difficulties, with ongoing efforts and solidarity of its staff and close support and guidance of the Provincial People’s Committee and the Department of Transport, the Binh Thuan Transport Construction Investment Project Management Unit managed to fulfill its assigned tasks in 2018 and in early 2019.

In 2018, the Project Management Unit was assigned to manage 17 projects with a total investment budget of VND427.531 billion, funded by various sources. It worked hard to achieve and exceed its assigned tasks, including construction and fund disbursement. Many important transport projects have been completed and put into use in the province, for example roads connecting the two ends of Dinh River Bridge in Ham Tan district, a road leading to Phan Thiet Southern Waste Treatment Plant in Phan Thiet City, and Hung Vuong Street (Phase 1.). The investment projects have basically met public expectations, facilitated traveling and transporting in the region, and improved the image of Phan Thiet tourism city, thus promoting local socioeconomic development.

During the year, the Project Management Unit has also launched tenders and started construction of Le Duan Street, the section from Le Hong Phong Street to Tran Hung Dao Street, and Reserves Advisory and Management Program (RAMP). It has also completed investment preparations for Tan Ha 2 Bridge on Provincial Road 766 in Duc Linh district. In addition, it has actively coordinated with relevant bodies to complete land compensation and site clearance for Phan Thiet Airport and adjusted the detailed planning of Phan Thiet Airport for the period to 2020, with a vision to 2030. The unit has focused more attention to bidding, reviewed and appraised bidding packages more closely.

In site clearance and land compensation, the Binh Thuan Transport Construction Investment Project Management Unit has closely coordinated with related agencies and localities to complete ground clearance for projects. Project Management Unit Director Nguyen Kim Khanh said, 2018 was a difficult year for land compensation and site clearance but the unit managed to complete it quite well to remove obstacles to accelerate construction of key projects. However, many projects still confronted difficulties in this work, including Le Duan Street, the section from Truong Chinh Street to Le Hong Phong Street and the section from Le Hong Phong Street to Tran Hung Dao Street; and a road to Phan Thiet Airport. In project administration, apart from supervising and controlling project progress and quality, consultants and managers of the unit have paid regular and strict inspection into technical documents, ensured the procedural order, closely supervised project bidding, commissioning and completion.

In 2019, the Project Management Unit has been assigned to implement 10 projects. With the ongoing efforts of all the staff as well as the close guidance of the Provincial People’s Committee and the Department of Transport, the coordination of localities and departments, the unit has carried out strong, consistent solutions to address obstacles to complete the task. To date, Hung Vuong Road (the section passing Hung Vuong II residential area, Phase 2B) and the road leading to Phan Thiet Southern Waste Treatment Plant have been put into use. Ben Thuyen Bridge in Duc Linh district and Le Duan Street (the section from Truong Chinh Street to Le Hong Phong Street) in Phan Thiet City have been basically completed construction. The upgraded road from Hung Vuong Bridge to Provincial Road 706B in Phan Thiet City has completed about 80% of the work, faster than schedule and expected for completion by the end of the third quarter of 2019. Le Duan Street, the section from Le Hong Phong Street to Tran Hung Dao Street in Phan Thiet City has fulfilled about 40%, expected to be completed by the end of the third quarter of 2019. The upgraded Sa Ra - Tam Hung Road in Ham Thuan Bac district has achieved about 70% of the plan, expected to be completed by the end of the third quarter of 2019. Some other projects are underway, including dyke breakwater for Phu Quy Port in Phu Quy district (about 10% completed), Tan Ha 2 Bridge on Provincial Road 766 in Duc Linh district (about 50% completed) and the road to Phan Thiet Airport (22% completed).

Last year, the Project Management Unit fulfilled its assigned plans, with construction in excess of the plans, and fund disbursement meeting 100% of the plans.

Director Nguyen Kim Khanh said that the Project Management Unit has also encountered many difficulties and obstacles. For example, the capital allocation for the breakwater revamping project for Phu Quy Port in Phu Quy district was disrupted (VND10 billion was allocated in 2016, none was given in 2017 and 2018, and VND80 billion was funded in 2019). Particularly, slow progress has been seen in many projects due to site clearance and land compensation, for example, Le Duan Street (the section from Le Hong Phong Street to Tran Hung Dao Street), a road upgrade from Hung Vuong Bridge to Provincial Road 706B in Phan Thiet City, the road to Phan Thiet Airport, and upgraded Sa Ra - Tam Hung road. In the coming time, the Project Management Unit will continue to monitor and urge contractors to complete projects as per their contract terms. At the same time, it will actively coordinate with localities and relevant agencies to address emerging issues in progress to keep pace with the registered schedule, ensure quality and bring projects into operation to serve local people, he added.
