Education Sector: Effort to Renovate for Better Future

In the past years, Bac Lieu province’s education sector has enthusiastically been reforming the teaching and learning methodologies so that local education can make vigorous strides forwards.
Reform in teaching and learning
The reform of teaching and learning methodologies is the basic contents of the movement of “building friendly school, training active students” launched by the Ministry of Education and Training and implemented by the Bac Lieu province education.
 
In recent years, teaching and learning activities in the province have been innovatively developed. Especially, in 2008 and 2009, the education sector adopted many reform activities like oral and communicative learning and tests and since then schools have achieved very encouraging results. In the spirit of promoting the efficiency of achieved results, in the 2009 - 2010 academic year, to maximise the efficiency of the reform of teaching and learning methodologies, the Bac Lieu education sector entrusts its subordinated schools to make up contents and schedules with conditions that the end-of-semester coincides with regulatory times. In addition, the sector also directs its subordinated schools to classify and group classes to provide the best knowledge for students. This is considered a highlight of the reform of teaching and learning methodologies this year. Besides, to generate the highest result of the reform of teaching and learning methodologies, the Bac Lieu Department of Education and Training requires teachers to actively prepare lesson plans and make full use of school equipment for their lectures. More importantly, the sector also collects opinions of students to amend the reform programme.
 
Especially, the sector held a reform conference on three subjects, namely mathematics, literature and English at high school level in the 2008 - 2009 school year, and it organised a seminar on eight subjects: literature, mathematics, English, physics, chemistry, biology, history and geography in high and secondary education levels this year. Besides, the education sector has established subject councils for these eight subjects to review the reform programme.
 
Improving quality of teachers and education managers
Aware of reforming teaching and learning methodologies, schools are given autonomy and self-responsibility. Education managers must be enthusiastic and professional; thus, the province pays special attention to training teachers and managers. Specifically, the sector has spared no effort to standardise teachers and managers in both quality and quantity. Additionally, the sector also advocates right-oriented and effective education development management to better the quality of the human resource training. Specifically, the sector advised the Provincial People’s Committee to set up a standing panel responsible for the implementation of the Decision No. 09/2005/QD-TTg of the Prime Minister and instructed its subordinated schools and organs to apply solutions to enrich the quality of educators and managers in the 2008 -2010 period.
 
Last but not least, to further perk up the quality of education personnel, the education sector of Bac Lieu province has also coordinated with the Department of Internal Affairs to issue the Instructions on Educational Managerial Personnel Planning. Based on the source educational managerial force, the sector joined hands with the Ho Chi Minh City Educational Personnel School to open three classes on State management and political argument enrichment for source personnel. The sector also reviews the quality of educators and managers to get rid of substandard ones.
