For the past time, Phu Yen has continuously seen amazing economic breakthroughs, which have resulted in strong development of infrastructure in large scale. Phu Yen is known as a locality with success in urban planning and developing, proven by green – clean – beautiful roads, systematically planned spacious buildings. Playing a role of advising provincial People’s Committee in construction planning and investment management, Phu Yen construction industry has managed to overcome obstacles, bringing about intensive change for provincial image.
 
Activity of architectural management – planning is paid reasonable attention. In 2010, Phu Yen Construction Industry certified and assigned planning parameters for 62 works and appraised planning of residential in the South of Tuy Hoa City. Besides, the industry adopted any measures to meet residents’ increasing need of construction permit, amending and transferring house, land possession right. The industry issued permits to 822 cases in 2010. Systematic implementation of permit issuing activity created favorable conditions for assignment, delegation and authorization between the province and districts, helping intensify public management in planning and construction activity, balancing development among residential and urban areas.
 
In addition to planning management, construction industry also coordinated with related industries to proposed provincial People’s Committee for extra approval on the plan of exploring, exploiting, manufacturing and using minerals as normal building materials of Phu Yen province until 2015 and toward 2020. Consult provincial People’s Committee in appraising construction investment projects, appraising design, total estimation of works and work articles, thereby improve the quality, reduce time of technical design appraisal, implementation and estimation for works.
 
Moreover, construction industry concentrated on fostering administrative procedural reform in the direction of simplicity, easy understanding, easy implementation, omitting unnecessary documents and minimizing addressing time, with the motto “five at least”: fewest documents, fewest ins and outs, fewest people to meet and work, shortest time for addressing and paying result, least complaint from organizations and individuals etc, thereby increasing provincial attractiveness. As for urban housing and infrastructure management, the industry proposed to issue housing and building work price list in the province, timely serving activity of land clearance and compensation for investment projects conducted in the province.
 
According to Director Nguyen Thai Binh of Department of Construction, the core duty of the department in following time is to focus on making breakthrough. To beat this target, the industry had laid it down as a policy of remaining good management on construction investment activity and comprehensively adopting measures to maintain economic growth and ensure social welfare. Intensify public management on construction works’ quality, strengthen investigation and check-up to ensure works’ quality. At the same time, continue fostering administrative procedural reform, regard it as the core task in leading, managing, especially implementing “one gate” procedure; coordinate and well implement one gate procedure connecting to provincial urgent and key projects, works.
