To prepare human resources to meet the requirements of socio- economic development, international integration and industrialisation and modernisation, Ho Chi Minh City always attaches particular importance to improving the quality of human resource training and considers it a top priority throughout the development process. At present, the development of high quality human resources is one of six breakthrough programmes adopted by the 9th Party Congress of the city, aiming to bring the city to a new level as the leading engine of the southern key economic zone.
Speaking of the role and importance of high quality human resources to economic development, Mr Nguyen Van Xe, Deputy Director of Department of Labour, Invalids and Social Affairs, said that high quality human resource development is the turnkey and breakthrough solution for the city to accelerate economic development and quicken modernisation in the context of international economic integration and transition to the knowledge economy. High quality human resource development provides an opportunity for the city to attract domestic and foreign investment, step up the opening of high-class modern industries and advanced services where the city has a comparative advantage, enabling it to move from simple outsourcing to modern production with high quality and efficiency to bring in more added value and play a greater role in global value chains. This is a new opportunity for the city to assert its economic leadership in the southern key economic zone and the whole country.
According to the HCM City Human Resource Demand Forecast and Labour Market Information Centre, the city now has more than 4.9 million people of working age, accounting for 66.21 percent of the population. It is home to 30 percent of the country’s labourers with scientific and technical expertise. The number of trained workers is on the rise. By implementing the human resource development programme in the 2006-2010 phase adopted by the 12th Congress Party, the human resources have so far made significant progress. Over 138,000 State employees have been trained by local establishments and nearly 2,500 civil servants have been abroad. Vocational teachers significantly increased 1.3 folds from 2005 to more than 5,350 people. Together with the diversity in training methods and forms, many new subjects in the field of new technologies, high-level knowledge have been included in curricula by vocational schools in recent years. Especially, the city has achieved initially impressive results in high-quality human resource training thanks to programmes to train 300 doctors and masters of state administration and business management, 300 doctors and masters of education and training, and many masters of biotechnology industry. These programmes provide the city with a capable, qualified and professional workforce to meet the high-quality human resource demand in public administration, education, and scientific research.
But, according to overall assessments, the city still seriously lacks in many areas. In addition to the quantity, the quality of human resources is also critical, as the city still falls short of skilled technical workers.
By implementing the Resolution of the 9th Party Congress of HCM City, the city will focus on putting into practice six key programmes to improve the quality of human resources in the 2011-2015 period, including the tertiary education quality improvement programme; vocational training quality improvement programme; businesspeople training programme; talent quality training programme for cultural, arts and sporting fields; health human resource training programme; and political human resource training programme.
The objectives of HCM City are to build high-quality human resources to meet requirements of social and economic development, deeper international economic integration, and industrialisation and modernisation. Efforts will be given priority to fields that create breakthrough socio-economic development of the city.
