Accelerating E-commerce Application

E-commerce, featuring cost-effectiveness over traditional advertisement mediums, is becoming more and more popular. Domestic and foreign customers can easily access, understand products and services of enterprises without any limit to boundary and time. In implementing Decision 1073/QD-TTg of the Prime Minister, the Quang Ngai Provincial People's Committee issued a decision to approve e-commerce development plan for the 2011 - 2015 period.
E-commerce for 60 percent of businesses
According to the plan, in the 2011 - 2015 period, all businesses in Quang Ngai province will use email in business transactions and information exchange, 50 percent will have websites, and 30 percent will join in e-commerce websites. According to the plan, all administrative units at provincial and district levels will deploy e-commerce laws; introduce and raise awareness of e-commerce; supply online public services concerning production and business activities; develop and apply e-commerce technologies and services; strengthen organisation and build personnel for effective State e-commerce management; and support businesses to join and apply e-commerce.
 
By 2015, all State officials and business managers comprehend e-commerce benefits; 60 percent of businesses perform e-commerce transactions in the form of business to consumer (B2C) or business to business (B2B). All businesses in Quang Ngai province will use emails in business transactions and information exchange, 50 percent will have well-updated websites to introduce product and services, and 30 percent will join in e-commerce websites to trade product and services; and 10 percent will apply specialised software programmes to management, production and business activities.
 
The province will create utilities in support of e-commerce users as well as online public services related to production and business activities of enterprises.
 
Initial results
To carry out e-commerce development plans, radio and television broadcasting agencies and newspapers in Quang Ngai province have produced many categories, reportages and articles to assist businesses and people to know the importance of e-commerce to production and business activities, particularly online dealings.
 
State management agencies focus investments on basic information technology infrastructures to meet immediate needs of computerisation of their activities. The rate of computers to staff will reach 0.6, with many reaching 0.9. All State administrative units affiliated to Provincial People’s Committee have LAN and Internet connections; 80 percent of computers are connected to LAN and internet, and 40 percent of LAN systems are installed firewall systems. IT will be applied to conferences, press briefings, and government meetings. This favourable condition will help State management agencies, entrepreneurs and people to access information; apply e-commerce and electronics services to their activities like customs declaration and tax declaration, etc.
 
Particularly, the Quang Ngai Department of Industry and Trade and functional departments have successfully organised many e-commerce training courses for local business executives, practised e-commerce skills for businesses, and helped them understand e-commerce utilities. Besides, the department coordinated with Vnet Joint Stock Company to build an e-commerce portal at http://tradequangngai.com.vn to help businesses to introduce brand names, products and services; buy and sell goods and services online. Apart from going through the provincial e-commerce gateway, many big businesses have built their own websites to introduce their operations, products and services, etc.
 
This is one of initial successes in e-commerce application and development within business environment in Quang Ngai province. From this foundation, enterprises will widen e-commerce application to their production and business activities, integrate into world economy, and play greater roles in provincial socioeconomic development.
