Overcoming all the difficulties and challenges of a mountainous district, thanks to the determination of the whole Party Committee, the local authority and ethnic groups, Song Hinh district has gradually escaped from outdated and underdeveloped status, continuously reformed and gained achievements in economic, cultural, social, national defence – security fields.
Advantages for agricultural development
Song Hinh has a lot of geographical comparative advantages, given its position as an important economic terminal of Phu Yen toward the Central Highland provinces. Particularly, with over 23,333 ha agricultural land, the district is granted with potential for agricultural development. At present, agricultural production is promoted in the direction of agricultural modernization and rural modernization. Annual cultivated area is 18,000 ha, while crop pattern is shifting with the orientation to engage production with consuming market. There have been gradually concentrated areas of perennial industrial trees formed such as 1,700 ha coffee, 2,700 ha rubber; short-term industrial ones such as 3,500 ha sugar-cane, 7,000 ha cassava; which provide a stable material zone for processing plants. Most crops have been replaced with new varieties of high yield and quality.
In addition to the advantage of land, Song Hinh also has a quite large water surface area of more than 8,000 ha with big hydropower schemes such as Song Hinh, Ba Ha River, and Krong H’nang hydropower plants. Exploiting the potential of these hydropower reservoirs, Song Hinh can expand eco-tourism and raise fisheries of high economic value; helping to generate more income and improve livelihoods.
Besides, Song Hinh district owns rather abundant natural resources which not only include water and forest resources, but also some minerals with large reserves such as magma, macadam, sapphire, and stream gold.
Gaining successes
During the period 2005 – 2010, despite many difficulties, given the thorough leadership of the District Party’s Committee, effective management of People’s Committee and tireless efforts to exploit the available potentials, Song Hinh district gained lots of crucial achievements in varied fields. The district saw outstanding and comprehensive progress with good, stable annual growth of 12-15 percent on average. From the district with only paddy rice, given newly invested irrigation structures, Song Hinh has expanded wet rice area, helping to ensure local food security. Technical infrastructure and facilities for production and livelihoods have been paid attention in investment, which has changed the face of the rural mountainous area to become more spacious and modern. Specially, material and spiritual life of local people have witnessed improvement, especially in the hamlets of ethnic minorities.
The economic-social development achievements in the past time have been effective in many fields. Furthermore, plentiful potentials; self-reliance and self-strengthening morale of the officers and local people will be a firm foundation and motive for Song Hinh district to speed up economic-social growth in period 2011-2015. It is targeted that growth rate of some production sectors during the period will be 19.17 percent/year. Annual income per capita by 2015 is expected to be up to VND 15 million. Contribution to state budget is anticipated to increase averagely by 13.2 – 17.4 percent/year and to VND 36 billion by 2015. Total social investment is planned to reach VND 2,257 billion.
Chairman Dang Dinh Toan stressed, “Given the strengths of agricultural land, Song Hinh district has focused on attracting investment in projects of agricultural development in the engagement with agro-forestry product processing industry; especially with some plants like rubber, coffee, cassava and sugar cane. With the motto “Willing to fellow with investors”, the district has created the most preferential conditions for production and trading activities of enterprises. Particularly, site clearance was implemented for investment projects while all obstacles and difficulties during trading and production procedures were addressed. Besides, the district has also promoted socializing potential, mobilized and made up best conditions for businesses, economic organizations and the society to join the production and trading process. Moreover, attention has been laid on planning trading villages and introducing particular investment attraction orientation, which, thus, will increase investment attraction efficiency and cause all external resources to be mobilized for local economic-social development.”
