Motivation for Socio-Economic Development and Investment Attraction

In recent years, the Hung Yen provincial Department of Transport has actively done advisory work on overall planning for transport system development in Hung Yen province in the period of 2010 – 2020 and towards 2030. This is an important basis to create advantages and an important condition for socio-economic development, gradually improving the investment environment of the province. Vietnam Business Forum had an interview with Mr Nguyen Trong Nha, Deputy Director of the Hung Yen provincial Department of Transport. Ngo San reports.
Can you please name some highlight results that the transport sector of Hung Yen achieved in 2012? In your opinion, what are core factors that have brought about those results?
In 2012, the Hung Yen Department of Transport always received the attention and direction of the provincial Party Committee, People's Committee and the Ministry of Transport. Besides, the positive results are thanks to unified leadership and direction of leaders of related departments and agencies in the planning and implementation of specific tasks for each department or individual. The Department leaders regularly supervise and try to remove difficulties to complete the work for 11 transport projects with the total cost of VND506.3 billion. Specifically, the Department upgrades and expands the path from Tra Thanh gate to Doc Suoi and tributary part from Doc Suoi to Dinh Dien fork of the 39 National Highway passing Hung Yen. This is the important central route of the city. Besides, the Department continues to carry out the project to upgrade Road 200 with the scale of third grade road, the project of province’s important roads and project of Hanoi - Hai Phong road and Cau Gie - Ninh Binh Highway, which is very important for Hung Yen, with the total investment of VND2,294 billion. The total investment for 12 routes is VND68,776 billion. There are currently 9 routes handed over to construction companies and a district is tendering.

Regarding transportation, cargo reaches 14,573 million tonnes, an increase of 104.7 percent. Freight reached 551,7 million tonnes, up 6.1 percent. Passenger transportation reached 7,712 million, up 1.4 percent. The number of passengers flow is 536.4 million, up 1.2 percent.

Can you please specify the development orientation of the transport sector in the coming years to fulfil its role of "Transportation one step ahead" to create favourable conditions for economic development?
Located in the central area of the Northern Delta and being the region's key economic area near Hanoi, Hung Yen has set a target to become an industrialised province by 2020. On the basis of the transport network planning of Hung Yen Province towards 2020 and orientation to 2030, which has been approved, the transportation sector will continue to advise the province to invest in and develop transportation infrastructure in order to better exploit the nation's largest roads passing through the province such as the Ring Road 5 and 6 of the capital Hanoi. At the same time, it is expected to complete the highway connecting Hanoi - Hai Phong and Cau Gie - Ninh Binh, the provincial route 200. It is expected that by 2015, the provincial road system will have been invested in accordance with the construction plan and the district system will have met basic standards. Besides, rural transport systems will also be paved or concreted in most communes. Priority will be given to localities building new countryside. Communication network development and investment will be an advantage and important condition for attracting investors to the province and creating huge incentives for the economic development of the province on the path of industrialisation and modernisation.
In your opinion, what should be done to strengthen the provincial competitiveness in general and the province's investment environment in particular?

First of all, it is necessary to improve indicators of business support services, strengthen the capacity of agencies and organizations in charge of supporting businesses of the province, especially in supporting investment procedures and participating in solving difficulties and problems for enterprises. At the same time, the province also has to upgrade the website of agencies in charge of supporting enterprises. Information on planning, investment procedures, etc. should be published. Phone inquiry service should be set up.

Secondly, it is crucial to promote the pioneering spirit of the province. This is the criterion to measure the dynamics of the process of the State’s policy implementation as well as the initiative to develop the private sector, and evaluation of how businesses feel about attitude of the provincial government to the private sector. In addition, it is important to promote the application of the ISO quality management system in the administration of the province to specific unit and enhance the application of information technology in managing and operating of official duties. In addition, it is also significant to periodically survey satisfaction levels of enterprises with state management agencies, thereby identifying and overcoming existing weaknesses.

The last thing is to pay attention to the training of local workers. This is the index used to measure efforts of the province in promoting vocational training and skills development to support the local industry and help workers find jobs more easily.
