Lao Cai province has fast-growing, stable and sustainable State budget revenue. The tax revenue increased VND13.5 billion in 1991 to VND2,501 billion in 2013. This impressive outcome is accrued from the efforts of the tax sector in tax management. Particularly, tax administration reform is always given top priority.
In response to the Government policy on public administration reform, also known as Project 30, the Lao Cai Department of Taxation embarked on tax administration reform, shifting from taxpayer-based management to function-based management to suit the new tax management mechanism. With the support and guidance of governments at all levels and the coordination of relevant agencies in deploying measures to manage tax collection and prevent tax loss, the value of tax collected increases year after year. With its good tax management, the Lao Cai Department of Taxation has contributed to promoting local socioeconomic development. As of June 20, 2014, tax revenue reached VND1,307 billion, equal to 61 percent of the estimate of the central tax authority and 52 percent of the department’s forecast.
To have a strong force of employees with good political qualities, good professional ethics and high professional qualifications to meet the requirements of reforming and modernising the tax system, the
Lao Cai Department of Taxation has focused on fostering expertise training for its employees. The department has also renovated training methods to match the new context and created favourable conditions for all employees, from new recruits to senior ones, to attend training courses. In 1991, only 8.2 percent of employees working at professional divisions had graduated from university, 25 percent passed intermediate levels and 67 percent were untrained, but now all employees at professional divisions hold intermediate degrees or higher. Many have achieved high-level degrees.has focused on fostering expertise training for its employees. The tax sector defines that fostering personnel training is the responsibility of tax authorities from the General Department of Taxation of Vietnam to the Provincial/Municipal Department of Taxation and the Tax Offices. The Lao Cai Department of Taxation has added this content to the emulation campaign where all members must join.
The Lao Cai Department of Taxation always sticks to the value of the tax sector "Transparency- Professionalism - Integrity - Innovation" and strives to exceed pre-set targets. The department attaches much importance to educating legal accountability, duties, powers and responsibilities of tax officers and training their communication skills and cultural behaviours. Job rotation and transfer is intensified while working disciplines are strengthened.
For its achievements, the Lao Cai Department of Taxation has been awarded the First Class Labour Order. Many collectives and individuals have also been praised by the State, the Government, the Ministry of Finance, the General Department of Taxation and Lao Cai Provincial People's Committee for their outstanding performance and contributions.
