Accelerating IT Application in State Administration

Developing information and communication technology (ICT), especially information technology (IT) application, is an important prerequisite for boosting economic growth, production development and public awareness. In the past years, Quang Binh province has actively promoted IT application to meet information provision and update requirements, reduce time and expenses, enhance the quality and efficiency of State management, perform tasks of State administrative agencies and local businesses, and ensure the publicity and transparency of policies and mechanisms.
As a State ICT authority in Quang Binh province, the Department of Information and Communications proactively advises the provincial government to renovate technology and step up IT application and development in State and Party bodies.
 
The department has enhanced the performance of document management and administration system applications which link the governing Provincial People's Committee with departments, branches and localities, and interlink departments, branches and localities. Currently, up to 80 percent of units use IT apps to scan sent and received documents; 60 percent of units settle documents on the internet environment; and 40 percent of units update working agencies of unit leaders. The department has also upgraded the province’s information portal and integrated 35 websites of departments and localities to supply sufficient information about operations of State agencies and the administrative system to better serve citizens and businesses. It has also upgraded the LAN system for 47 departments, branches and localities to ensure the deployment of IT applications for public service, and upgraded e-mail system to ensure 90 percent of civil servants provided with business e-mail addresses.
 
The software for single-window administrative mechanism is applied in seven out of eight districts, towns and cities. This software helps improve the publicity and transparency of procedures and the status of administrative document settlement, increase the efficiency and quality of services for citizens, and reduce the time and cost for society. Specialised data transmission network of Party and State bodies has reached 63 units. The effective online briefing system ensures the smooth progress of meetings of provincial government leaders and department leaders with central authorities. The Department of Information and Communications also successfully organised many online meetings with district and town governments.
 
Besides, the department has effectively managed, operated and utilised the Electronic Data Centre funded by the World Bank to maintain and ensure the safety and security of shared application systems in the province; led and coordinated with the Department of Home Security to pilot a personnel management software; and led preparations for response to issues of computer networks, network security and network maintenance at all levels and in all sectors. Defining personnel as the core element, the Department of Information and Communications always pays attention to training and developing IT human resources. It has cooperated with other specialised units to organise over 30 training courses for more than 200 IT officers in the province.
 
With the efforts and significant contributions of the ICT sector to IT application in State management bodies, Quang Binh will soon build a professional and transparent State management system to better carry out local social and economic development policies.
