During more than 20 years, Ba Ria-Vung Tau (BR - VT) has developed an education system to be a highlight of education of the Southeast region. The system is equipped with spacious and modern infrastructure; especially, the quality of staff and teachers has been increasingly improved.
At the beginning of establishment of BR - VT, education lacked many facilities; most were old schools established before national independence. Therefore, the province set the goal of establishing a whole new school system. According to Nguyen Thanh Giang, Director of the Department of Education and Training, the project of developing educational scale and solidification of schools and classrooms was approved by the PPC.
Due to the determination of the entire industry, in the first 5 years (1991-1996), the system of kindergartens and primary schools was built and developed throughout the city. The province has 64/64 communes and districts with nursery schools and kindergartens. All communes have primary schools, and 48/64 communes have at least two primary school and secondary school, 5/7 districts has two high schools. The development scale, especially the number of classes and students, continues to rise sharply in the next stage. Since 1997, regarding the policy of diversification of schools, there have been 96 nursery schools and kindergartens to help 26, 850 school students enrolled. The number of students at primary schools has increased from 125 to 131 and from 44 to 52 schools at secondary schools and from 17 to 21 at high schools.
Especially, after 15 years of implementation of the Central Resolution 2 (Session VIII) on "Strategic orientation to develop education and training in the period of industrialization and modernization", the education and training of the province continue to improve and achieve important milestones. Every year, 88 percent of children at kindergarten age attend the kindergarten; nearly 100 percent of children in primary and secondary school age are sent to schools, and over 90 percent of students graduated from secondary school attend high schools and vocational training schools. In 2014-2015, the province had 410 preschools and secondary schools and 9 regular education centers that enrolled 254,315 students; and 7 universities, colleges and high schools enrolled 14,075 students. The network of vocational training institutions in the province is developed in accordance with the education and training plans; in the period 2011- 2014, there are 2 upgraded schools, 3 schools and 5 new vocational training institutions that have been newly established, and a increasing the number of vocational training institutions in the province with newly established 32 institutions. The facilities of universities, colleges, professional secondary schools and vocational training schools are sufficient to meet the academic requirements of students after graduating from junior and high schools. The province has upgraded the national standards of the schools work in terms of quantity and quality; there are 176/405 schools including 43 kindergartens, 70 primary schools, 47 secondary schools and 16 high schools that are certified as national standard schools, accounting for 43.46 percent.
With the expansion of the scale of education and networks of schools, the quality of education and training at all levels of BR - VT has also improved significantly. The quality of preschools have been improved; the quality of education and morality of has been strengthened; the proportion of poor students has decreased; the number of national gifted students have steadily increased over the years; and the province is ranked at the top 14 provinces nationwide for its number of students who have passed the national examinations to colleges and universities. This proves the stability of the education and training system of the province. The quality and quantities of teachers and education managers have been improved; the number of national standard teacher account for 99.9 percent.
To promote the education and training outcomes, BR - VT has worked constantly to further improve the quality of teaching and learning. The province continues to build up a school system towards modernization, democratization, and socialization and meet international integration requirements for an open education. At the same time, the province pays more attention to standardization of teachers and enhancement of number of students per class in order to improve overall education quality and create high-quality human resources to meet the requirements of socio - economic condition of the province.
