Completing E-Tax Refund Processes, Reducing Administrative Procedures

The General Department of Taxation said over 518,000 companies registered to declare taxes electronically as of May 31, 2016, accounting for more than 99 per cent of total companies in operation. The General Department will continue to cooperate with commercial banks and 63 provincial/municipal tax departments to deploy electronic tax payment services.
 
To implement the Action Programme for implementation of Resolution 19 in 2016 initiated by the Ministry of Finance, the General Department of Taxation directed its Information Technology Department to quickly complete electronic refund processes and build the plan for carrying out the electronic refund scheme in order to electronically refund 95 per cent of taxes at the fourth level in 2016 (receiving tax refund documents and returning refund results via electronic means). In addition to promoting information technology application to tax administration, the General Department of Taxation is completing its regulations on risk management in tax management in companies. Specifically, it is drafting a general scheme for eight sets of criteria concerning Circular 204 on application of risk management in tax management.
 
Accordingly, the General Department of Taxation established a steering committee and seven compiling workforces responsible for reviewing processes and regulations on tax management and related professions and disclosing those processes and regulations for taxpayers to know and supervise. Accordingly, 70 processes and regulations were reviewed, including 30 processes and regulations directly relating to taxpayers. Up to now, the General Department of Taxation has issued decisions to amend and supplement more than 40 processes and regulations.
 
To reduce at least 10 per cent of tax administrative procedures and simplify at least 30 per cent of tax administrative procedures as guided by the Ministry of Finance, the General Department of Taxation has reviewed tax administrative procedures for these purposes. To date, the General Department has asked the Ministry of Finance to reduce 63 administrative procedures and simplify 50 procedures. After the review, the tax sector has over 300 administrative procedures (compared with 443 procedures as of June 30, 2015).
