With many solutions to collect budget, prevent budget loss at all levels and focus on business support solutions, Quang Ninh Customs has managed to fulfill 94% of the budget revenue set for 2022 in just the first eight months.
Reducing and simplifying administrative procedures
Mr. Trinh Van Nhuan, Deputy Director of Quang Ninh Customs Department, said, Quang Ninh Customs Department has aggressively accelerated administrative reform and supported exporters and importers. Specifically, in 2021, the department proposed plans to streamline two administrative procedures; suggested abolishing three procedures, and eradicating three categories of goods subject to specialized inspection. In the first eight months of 2022, it proposed the simplification of two procedures and the abolition of one procedure.
The agency signed customs-business cooperation agreements facilitating companies that conducted customs formalities in its service area; established work groups to support and handle customs procedures at all levels; maintained the work performance of support groups and provided information for businesses and support groups on customs mechanisms, policies and procedures and assisted enterprises, Customs - Business Advisory Group and Professional Matters Settlement Group.
In particular, in 2021 and in the first months of 2022, the COVID-19 pandemic had a severe impact on enterprises, Quang Ninh Customs actively supported enterprises to deal with their emerging difficulties and obstacles with specific and effective actions. The agency proposed recommendations to deal with difficulties in import and export activities at the meeting on this effect, organized by the Provincial People's Committee; advised the province to organize an online conference with the shipping line Maersk to launch promotion activities and support shipping lines to invest in logistics development in the province; proposed solutions to remove difficulties, create favorable conditions and attract exporters to carry their agricultural products across its service area; proposed four contents to the third meeting of Vietnam-China Trade Facilitation Working Group; sent two diplomatic notes to Chinese Nanning Customs on facilitating exporters of agricultural and aquatic products of Vietnam and accelerating customs clearance of goods through border gates and openings; and closely coordinated with relevant forces and localities in exchanging information with the Chinese side to form "safe green zones".
Thus, in the first eight months of 2022, the rate of green flows reached 53.63% (up 1.96%); yellow flows, 40.32% (down 1.79%) and red flows, 6.04% (down 0.17%) compared to the same period of 2021. In addition, 31 violations were detected during the period, collecting VND98.6 million of tax and imposing a fine of VND8.65 million on them.
Tax revenue fulfills 94% of the plan
Mr. Trinh Van Nhuan said, the complicated COVID-19 pandemic developments; rising gasoline prices; Ukraine-Russia war; reduced special preferential duty due to resultant enforcement of bilateral and multilateral agreements on many commodities have considerably impacted the budget collection of Quang Ninh Customs Department.
Quang Ninh Customs Department has actively worked out budget collection plans and budget collection management plans with specific scenarios for each month/quarter/year and groups of solutions for each group of goods/enterprises to each customs sub-department, team and workgroup. The department has actively coordinated with relevant bodies to propose provincial and local authorities to remove difficulties and facilitate enterprises to restore production and business, develop import-export, and minimize damage caused by the COVID-19 pandemic. It has also advised the province to hold talks with the Chinese side to launch solutions to restore and boost merchandise clearance to meet pandemic prevention and control requirements.
Notably, the department attracted 1,048 companies to carry out customs procedures in its service area, including 288 in Quang Ninh province and 760 in other provinces. Besides, it performed customs procedures on VNACCS/VCIS system for 44,732 declarations with import and export value of US$9.8 billion, down 20% in declaration forms but up 30% in trade value over the same period of 2021. State budget revenue grossed VND9,873 billion in the first eight months of the year, representing a year-on-year growth of 57% and fulfilling 98.7% of the target set by the Ministry of Finance (VND10,000 billion), 94% of the target assigned by the General Department of Vietnam Customs (VND10,500 billion), and 93% of the plan of the department (VND10,600 billion).
