Recently, Ha Tay has achieved success in attracting foreign investment. ViB Forum talked about Ha Tay’s investment environment and enterprises with entrepreneurs in Ha Tay.

Could you give our readers some evaluation of the investment environment in Ha Tay?
In Ha Tay, clear, transparent and simple procedures have been set up, accelerating all administrative formalities and diminishing troublesome procedures. The procedures of project assessment and approval, land withdrawal and land clearance are well organized, saving time and creating favourable conditions for investors. For example, the new “One door” policy for investment projects helped reduce assessment time for project approval from 60 days to 30 days.
 
Please tell us why B. Braun invests in Ha Tay province
B. Braun Vietnam Co. Ltd. is going to invest in Thanh Oai industrial complex, Thanh Oai district, Ha Tay for the following reasons:
 
It has a favourable investment environment and procedures of project assessment and approval are transparent and fast. Cooperation with Ha Tay People's Committee and all corresponding departments and agencies during application time has been good. The new plant will have direct access to the city, so our key staff will be willing to relocate.
 
The distance from the new plant to our existing plant on La Thanh street, Dong Da District is only 14 km, facilitating management of both plants.
The new plant is near a city highway with access to the new bridge in the south.
The 3rd city ring road will be even closer to our new plant.
Ha Tay has available labour resources.
 
Describe the efforts of your enterprise to conduct the plan in the coming time and to continue the enterprise’s success.
In the first phase, we are going to build a medical device production area of 18,000 m2. In the second phase pharmaceutical production will be added, and finally a disinfectant plant will follow.

Would you mind assessing the potential for attracting investment capital into Ha Tay Province?
Ha Tay neighbours the capital Hanoi; this provides numerous advantages in settling administrative procedures. Traffic infrastructure in Ha Tay is convenient. The abundant labour force, with high educational and professional attainments is very suitable for the garment industry.  Ha Tay is well known for traditional handicraft industries.
 
Last year, Ha Tay emerged as one of the most attractive localities for investment in the eyes of big foreign investors. This is attributed to the province’s strong administration reform.
 
Ha Tay has detailed plans for long-term development to create a healthy and stable business environment to attract foreign investors.
 
Site clearance and compensation are quickly resolved, mainly thanks to assistance from the Department of Planning and Investment.
 
As noted earlier, Ha Tay’s adjacency to Hanoi is a clear advantage for developing entertainment centres and urban complexes.
 
Does Viet Pacific plan to expand its investment in Ha Tay in the coming time?
Under the investment licence, coded 728/GP dated November 26, 1993; our company has an operational lifespan of 20 years from the day of licensing. Thus, our business expiry is due in 2013. Based on our business results and the long-term business development plan, we are planning to apply for project renewal for an additional 30 years, until 2033.
 
As for project size, after three expansions the company now has three workshops with 13 production lines run by 1,300 workers, and a feather workshop developed from the initial workshop with five production lines and 400 workers. Because of limited available land, we are now unable to further expand workshops, thus we are focusing on improving our worker’s skills to increase productivity and add more value to our products.

Can you tell us the reasons for Tan Da Tourism Joint Stock Company’s investment in Ba Vi District, Ha Tay? What do you think about the investment environment in Ha Tay Province?
Ba Vi, only 60 km west of the capital city Hanoi, is famous for its natural beauty, grandiose mountains and pleasant atmosphere, which are fitting for resort development. Ha Tay Province has outlined the development this locality into a tourism zone. Our location has a natural mineral reserve which is attractive to tourists. As a consequence, we picked up this place for our project.
Recently, the investment environment in Ha Tay Province has been significantly improved. Investors will find it is easy to contact authorities and receive concrete instructions to move their projects forward. I think that with this trend, investment projects will be quickly carried out in a highly convenient way.
 
Where are the difficulties in service provision in Ba Vi? Do you have any proposals for local authorities?
Ba Vi is a remote area of Ha Tay Province. Thus, investors will face certain difficulties like unfavourable traffic conditions and an unstable power supply. The communication system is poor, there is no cable TV service and internet service relies on telephone lines. These limitations prevent the development of high-grade services.
 
In my opinion, local authorities should directly take over site clearance and compensation, instead of investors, because land is under State possession. In general, Ha Tay Province policies are very good, but problems arise during implementation at district and commune levels. Thus, I think supervision should be further tightened.
