Dong Nai is the leading locality in terms of industrial zones (IZs). Well planned investment in IZs, with advanced technical infrastructure, has created conditions to develop industrial production, attract local and foreign capital, and diversify human resources.
Developing Infrastructure
Up to now, 23 IZs have been established in Dong Nai with total area of 6,474 ha. IZs reaching high leasing rates include Bien Hoa I (100 percent), Bien Hoa II (100 percent), Go Dau (95 percent), Nhon Trach I (82 percent), Tam Phuoc (100 percent) and Dinh Quan (100 percent); leasing area in Amata IZ and Nhon Trach III IZ reach 100 percent at the first phase; infrastructure has been built in Bien Hoa I, Bien Hoa II, Lotec, Amata, Nhon Trach I, Gio Dau, Nhon Trach II at the first phase, and Tam Phuoc IZ . Nhon Trach V, Nhon Trach garment, Nhon Trach III at the second phase, Long Thanh, Song May, Nhon Trach II- Nhon Phu,Nhon Trach II-lcc Khang, Thach Phu, and Tan Phu IZ have started building. Total investment capital for IZ construction is around US224 billion.
Open Policy to Attract Investment
Investment attraction activities have made achievements. Dong Nai attracted 79 projects with total investment capital of US398.5 million. So far 861 projects have been approval with total investment capital of US8,830 million, of which 642 projects are operating with investment capital of US7,631 million. In 2006 alone 62 projects were implemented. According to the Department of Foreign Investment (Ministry of Planning and Investment), projects in Dong Nai have carried out 57 percent of registered capital. This is the highest rate in comparison with other localities. In addition, the main projects in Dong Nai come from Asia countries. Dong Nai province is calling for successfully investment from the US, and will call for investment in European countries and Australia.
Administrative reform is one factor helping Dong Nai speed up implementation of projects. The establishment of the IZ management unit (in 1995) and tasks assigned by the Ministries of Planning and Investment, Finance, Trade, Labour Invalids and Social Affairs, help Dong Nai create a one door policy to help management do procedure for enterprises in IZs simply and conveniently. The unit does their tasks under ISO 9001:2000 standards. The unit set up a council including 15 commissioners, leaders of sectors, branches, and localities to solve problems relating to IZs that the unit cannot settle. This is model of one door in which the management unit detects, proposes and supervises the process of solving problems.
Arising Questions Solution Right Time
Rapid IZ development results in a shortage of labour, and as a solution to this problem Dong Nai has been opening vocational training schools and colleges. At the same time, the province has established organizations to act as links between trainees and enterprises.
Dong Nai is calling for enterprises in IZs to build houses to solve accommodation problems for labourers, and develop infrastructure and apartment blocks for their staff. The province also encourages housing businesses and neighbouring households to build houses for rent.
There are over 600 projects operating in Dong Nai at present. Although there have not been problems with the environment, the risk of environmental pollution is very high because most IZs release wastewater (after being treated in firms and waste water treatment plant) into Dong Nai and Thi Vai Rivers. Dong Nai has strengthened inspections and punishments for firms violating environmental protection commitments, and approved an environmental impact assessment report. Dong Nai also asks infrastructure development companies to be responsible for environmental protection and build water treatment plants before IZs are put into operation (presently, 8/23 IZs have water treatment plants). In addition, Dong Nai has been studying a program to monitor the environment, as well as launching the relocation of Bien Hoa IZ, which was established in 1963 near the Dong Nai River.
