Investment for Infrastructure & Service to Make Breakthrough in Fishery Economy

Fishery is a spearhead economic sector of Ninh Thuan Province, one of the four major fisheries of Vietnam. At present, the province is focusing investment on infrastructure to serve fishing, breeding and processing activities, to increase production efficiency and product competitiveness. Vietnam Business Forum reporter talked with Mr Luu Xuan Vinh, director of Ninh Thuan Department of Fisheries.
 
Would you mind talking about the development of the fishery sector in Ninh Thuan Province in 2006, especially new factors of the sector?
In 2006, aquatic output was 55,250 tonnes. The seafood output was 46,500 tonnes, including 3,550 tonnes of commercial shrimp (up 82 per cent against 2005), 4,700 tonnes of kappaphycus, 25,000 tonnes of lobster and 410 tonnes of freshwater fish. These achievements came from favourable weather and well run fisheries in Ninh Thuan. Currently, the Department of Fisheries is pushing cooperation in fisheries, linking all the steps of exploitation, processing, service and logistics at fishing ports. It also coordinates with credit organisations, local governments and branches to change owners of offshore fishing projects.
 
Aquaculture produced 8,750 tonnes, including 2,200 tonnes of sugpo prawns and 1,350 tonnes of white shrimp (Litopenaeus vannamei). Fishing area increased 2.03 per cent against a year earlier. Especially, growth duration for white shrimp is only 2.5 months, suitable for a sandy region like Ninh Thuan. This productive species generates stable incomes for fishermen, encouraging them scale up fisheries.
 
In addition to sugpo prawn and white shrimp breeding, Ninh Thuan focuses on developing specialty species like kappaphycus, lobster, sweet snail and crabs. High-priced commercial lobsters in Vinh Hy - Binh Tien were kept in 120-130 cages, harvesting 5 tonnes, 55.5 per cent of a year earlier. Total export revenue was US$3.292 million in 2006, up 31.36 per cent on year.
 
What measures has the fishery sector introduced to assist and encourage enterprises to renew technologies and apply quality management systems, like ISO and HACCP, to meet market requirements to maintain and expand export markets for the fishery sector?
To maintain the export market, the sector inspects quality and production conditions in all business units in accordance with Government Decree 59. It also closely cooperates with southern provinces to instruct production, attract investment capital and expand consumption markets to create favourable conditions for its 651 production units to scale up production.
 
In addition to serving the export market, the sector is developing aquatic processing services based on local material sources. So far, local processors have expanded processing industries to export products to Taiwan, South Korea and other locations. For example, Dong Hai processing unit exported US$3.15 million worth (1,360 tonnes) of aquatic products, mainly dried products, to China and Taiwan.
 
At present, the province is carrying out several transitional models and raising fish in mangrove forests. It is breeding anabas, blue crabs and sweet snails. Ninh Thuan is also instructing techniques and intensifying examination in MBV and SEMBV shrimp stocks, which are raised on 8,528 acres. The Department of Fisheries is publicizing fisheries law and regulations on fishery resource protection, fishing boat management, exploitation conditions, hygiene and food safety, fishery medecine, business conditions and listing chemicals and antibiotics permitted to be used in fisheries.
 
Could you please talk about the implementation of notable fishery projects in Ninh Thuan Province?
In addition to infrastructure projects serving the operations the fishery sector, the Ninh Thuan Department of Fisheries also concentrates on carrying out focal aquaculture projects. The two major projects are Son Hai shrimp breeding industrial project and An Hai sand shrimp breeding project. The Son Hai project has investment capital of VND46.509 billion (US$2.87 million).
 
By late 2006, the project had basically finished constructing a saltwater pumping station, a saltwater canal, a freshwater canal, administrative building, electrical system and hedge. It also fixed equipment for pumping station 01 and carried out the remaining work for Bid 05. The project is building a pipeline to bring seawater to pumping station 01 and the saltwater canal, and is preparing the bid for the final Dong Nam drainage section and pumping station protection dyke.
 
The An Hai project needs VND42.922 billion (US$2.68 million) in total. As of late 2006, the project basically finished building the water supply (pumping stations and freshwater canal), waste treatment facilities, drainage system, traffic works, electrical systems and administrative offices.
 
Infrastructure projects for fishery development
A total of VND2227 billion has been disbursed for the project upgrading and expanding Ca Na fishing port, My Tan fishing wharf, roads to Ca Na fishing port, Phu Tho shrimp breeding zone and the first-grade aquatic breeding centre. By late 2006, many items were finished, including a pumping station, freshwater and saltwater canals, administrative building, electrical system and hedge. The developers also repaired equipment for pumping station 01 and carried out the remaining work on Bid 05. They are building a pipeline to bring seawater to the pumping station 01 and saltwater canal, and are preparing for the bid for final Dong Nam drainage section via Son Hai canal and a protection dyke for the pumping station.
 
The infrastructure investment project to produce and verify aquatic stocks in Ninh Phuoc has an investment capital of VND45.97 billion (US$2.87 million). The project was commenced in late 2005 and had finished its main items by 2006, including dykes, traffic works, landfill (65 per cent of workload), seawater ad freshwater supply systems, drainage system (30 per cent of workload), management and quality checking centre.
 
In the upgrading and expanding Ca Na port, with combined investment capital of VND34.142 billion (US$2.13 million), main works currently being completed include the dredging work and landfill with 75 per cent of workload.
