Resolute to Reshuffle Bad Performing Corps

Prime Minister Nguyen Tan Dung has signed the Decision No. 10/NQ-CP to execute the Resolution 42/2009/QH ratified by the National Assembly on improving the validity and effectiveness of policies and regulations on managing and utilising State capital and assets at State-owned corporations and groups. Accordingly, the Government points out eight top tasks.
 
Firstly, reviewing, reforming, supplementing and completing legal documents on corporate management; management and usage of State capital, assets and land at groups and corporations; reform, reorganisation and equitisation of wholly State-owned enterprises.
 
Secondly, thoroughly reviewing, analysing and valuating the effectiveness of economic group and corporation model; resolutely reshuffling bad performing and loss-making State-owned corporations which lack possibility of recovery; clarifying collective and individual responsibility for the loss of corporations.
 
Thirdly, determining necessary industries and fields for economic groups or corporations in the next five or 10 years; clarifying fields the State needs to hold entire equity or controlling power.
 
Fourthly, stepping up the reorganisation, reform and equitisation of State-owned enterprises
 
Fifthly, reviewing operating sectors, investment portfolios and personnel structures of groups and corporations to make necessary adjustments to entities with a variety of business scopes.
 
Sixthly, providing regulations on reporting and transparency of operating results, including earnings distribution, of groups and corporations; providing criteria on managers of groups and corporations; defining the authority, accountability and interest of managers; defining punishments for wrongdoing as well as bonuses for excellence.
 
Seventhly, studying and building new regime on payroll and remuneration at groups and corporations
 
Eighthly, evaluating the organising and operating model of the State Capital Investment Corporation; completing the regime legal representative for State equity by defining legal position and relation with capital management organs, State organs, etc.
 
“Examining enterprises with large revenues but tax amount seems inappropriate. This is the guidance of Ho Chi Minh City People’s Committee for tax authorities and district authorities to apply measures to manage income sources in 2010. Besides, the municipality also instructs the Taxation Department to adopt new solutions and measures to collecting overdue taxes. It will also intensify inspections in companies suffering losses in two or more straight years, branches and units free from examination for years; restaurants and bars. The Taxation Department is told to examine tax declaration and payment at companies without invoices.
