Hunger Elimination and Poverty Reduction
Starting as a mountainous poor province, for the past years, Bac Kan provincial agriculture sector has made some breakthroughs in production. Despite low starting point, agro-forestry production has seen rather fast growth but been featured of self-service, slow commodity production, poor social-economic infrastructure. Investment attraction into agro-forestry products is still limited. However, with attempts, for the last 5 years, Provincial Party Committee and ethnic groups have tackle difficulties and creating positive moves in agro-forestry development.
After 5 years of observing Party Committee’s Resolution, provincial agro-forestry production and rural development have gained important accomplishments with average growth rate during period 2006-2010 of 7.78 percent. The amount of food per capita exceeding set target. With implementation of programmes, proposals, concentration production zone of fruiters, industrial trees, specialty trees of high economic value was formed. At the same time, material zones for industry and manufacturing were established and people’s producing habit was changed, which made important contribution to develop rural area and reduce percentage of poor households to 17.6 percent in 2010. Local food production increased from 127,330 tonnes in 2005 to 150,975 tonnes in 2010. Forest covering percentage increased from 53.8 percent in 57.5 percent in 2010, total area of newly planted forest in programmes, projects and by people was 25.054 hectares. Forestry products manufacturing saw development with foundation of many forestry processing enterprises. Especially at the end of 2010, the operation of SAHABAK company’s plant producing hardboards with productivity of 3,600m3 per year opened door to forestry development. However, forest management has had many limitations.
Agriculture and Rural Development Sector has actively coordinated with departments, agencies and provincial offices as well as local Authority to well implement national programmes of hunger elimination, poverty reduction and job creating. Agricultural and forestry extension programmes have been conducted effectively; Proposal on supporting development of agricultural cooperatives is under implementation. Govermental management on household, farm, economic cooperation in agriculture and building new rural area is also being carried out etc.
Besides, Bac Kan agriculture sector has also complied well policies of aiding fertilizer, fish and agricultural seed plants’ fee, which have work quite well in boosting development of provincial agricultural, forestry and fishery.
