Hanoi Putting Focus on Planning

The main tasks of planning and architecture in 2011 were: Master planning of socio-economic development to 2020 and general planning of Hanoi construction to 2030 and vision to 2050, both approved by the government in Decision 1259/QD-TTg of July 26, 2011. The orientation is important for the building of Hanoi with comprehensive development combining cultural-historical relics and economic development, and making Hanoi “Green – Cultural– Modern”. To get more information, Vietnam Business Forum interviewed Mr Bui Manh Tien, Deputy Director of Hanoi Department of Planning and Architecture. Tran Trang reports.

 

In its capacity, Hanoi Department of Planning and Architecture has advised and drafted two documents for Hanoi People’s Committee (Decision 27/2011/QD-UBND of August 30, 2011 on planning licenses, and Decision 32/2011/QD-UBND of October 18, 2011 on mapping power distribution in Hanoi). The Department has submitted to the City draft regulations on construction projects along main roads in the city, planning of rural areas, French architecture and ancient streets.

 

The Department has also suggested to the City solutions regarding unsafe buildings along new roads, removal and relocation of health and education establishments, and founding Evaluation Teams under the guidance of the City.

 

Last year, the Department has participated in the programmes “Implementing the Construction Plan of 2012”and “Development of agriculture and rural areas to improve the living conditions of peasants” in response to National Programme and Hanoi Project of building new rural areas in 2010-2020, and vision to 2030. As a result, by the end of 2011, 358 out of 401 communes in 19 districts have participated in the programme (63 communes already approved and 295 communes are under planning).

 

Regarding communication and transport, the Department has participated in the project of development of communication and transport in 2011-2015, advising on the development of canal networks (watering and drainage) meeting in time the need of the city.

 

In 2012, the city will focus on planning. For its part, the Department will complete 100 percent of its tasks on socio-economic development and 2012 budget, developing short and long-term plans to attain the objectives to 2015, and achieving 100 percent of construction projects in the city.

 

More specifically, the Department will proceed with the Programme “Accelerating urban planning, building and management to 2015” on water supply, drainage and waste treatment, green parks, new rural areas and development plan of 295 communes by the end of 2012.

Urban relics must be under the control of each area, as this will preserve and increase the culture and value of the capital city of over 1,000 years. The image of the city will be improved with architectures from several periods of history, attaining the objectives of the general plan: Cultural, Civilized and Modern.

 

Regarding satellite towns and eco-parks, greenery will be the soul the general plan, connecting city centre with satellite towns. The city centre will consist of three major quarters, the inner city has 13 sub-quarters connected by Ring 4, North of the Red River has 17 sub-quarters, and the remaining part South of the Red River has 8 sub-regions. Western green corridor will promote services for neighbouring rural areas.

 

The plan will develop high rise buildings, axis roads, rings and ports of entry in combination with public centres to ensure the harmony of the city.

 

The Department will make public and disseminate related documents so that the people can understand and support the execution of the plan.

 

In its capacity, how will the Department help increase the Provincial Competitiveness Index (PCI) rating of Hanoi and facilitate investment in the city?

In implementing resolutions and guidance of Hanoi Party Commission and People’s Committee, the Department has reviewed and carried out programmes improving the investment environment and facilitating investors in their construction projects in Hanoi.

 

The Department has accelerated the processing of formalities, making public the plan and providing information on websites, meeting the demand of the public and businesses. The performance of the Department has been highly recommended by the City and businesses.
