Actively Improving Urban Infrastructure

Soc Trang Construction sector has defined its core tasks for the coming time as continuing to supervise the construction plans such as planning provincial zones, building Soc Trang City under second grade city criteria; completing proposals & projects of housing for students and low income urban residents; and actively reforming administrative procedures.
Despite difficulties in the context of escalating inflation and no recovery signs from the economy, and a grey real estate market with many construction projects delayed or terminated, the Provincial Department of Construction has overcome all challenges and obstacles to fulfil its assignments thanks to efforts of the whole staff and officers. In the first 6 months of 2012, the province built 600 houses for poor households, completed the planning proposals for new rural areas, and worked out proposals for building Soc Trang city in particular and the province in general towards 2030 and vision to 2050. Administrative procedure management activity was effectively implemented, contributing to important provincial achievements.
 
According to Director Chau Kien Van, Department of Construction, in the first months of 2012, the Department continued to build up a comprehensive policy and mechanism, and improve efficiency in governmental management in the construction sector, especially construction planning and urban development. In the first half of 2012, the Department prepared six legal documents covering the construction sector such as provincial construction planning; delegation management on water supply, regulation on authority to issue construction license; adjustment of hygiene and sanitation fee; and construction license issuance fee. In addition, the department assigned relevant agencies to study and prepare draft regulations on the delegation of technical infrastructure management in the province for submission to the provincial People’s Committee. By the end of the year, there will have been 8 draft decisions built and submitted to provincial People’s Committee, covering urban road management, light, green trees, and underground space management.
 
Given the effort of the department and attention as well as support from agencies, districts’ People Committees, preparation of new rural development planning has been completed. According to the provincial agenda, so far 63 out of 73 communes now have new rural development plans approved and the whole planning has been released. Construction monitoring and investigation, quality control activities have been fostered.
 
Administrative reform is regarded as a core activity to which department management regularly pays attention. Thus, with great efforts, the department has undertaken administrative reforms with remarkable results.
 
Sharing about the objectives in 2012, Mr Van said that the department will continue to complete the legal system, build and conduct Legal Document Preparation Programme in 2012 with the focus on draft decision on urban technical infrastructure management in the province in the direction of strengthening the role and responsibility of the department and relevant agencies in the common management of urban technical infrastructure, in environmental sanitation; and continue with administrative reforms.
