Improving IT Application in State Administrations

Fully aware of its roles, functions and duties, over the past years, Dien Bien information and communication industry has offered significant assistance, helping the province to develop various programs and plans to turn communication information into a great resource contributing to provincial socio-economic development and developing information technology (IT) for the sake of electronic operation and management. One evidence of this is the promotion of IT application in the management and administration of provincial state agencies.
In the early days, the IT network of Dien Bien was very backward and simple. The investment and establishment of information systems faced many difficulties in funding and equipment. Dien Bien also regarded IT as one of the important factors contributing to provincial socio-economic development. As such, since the first days of its establishment, the province has paid due attention to communication information industry. To date, 93 percent of provincial state agencies and 33 percent of district-level state agencies have been equipped with software designed to serve document management and network operation. Every year saw a rise in the number of officials with computer and internet access. The percentage of officials using email at work was 30 percent and the percentage of workplaces holding online meetings reached 63 percent in 2011. IT application in state agencies has contributed to improving the quality and effectiveness of leadership, direction, and task implementation. Additionally, IT application in association with administrative reform has helped enhance transparency, economy, efficiency and practicality.
 
In addition, electronic systems between provincial People's Committees and lower-level People’s Committee (i.e. districts, towns and cities) have been set up and put into use to serve the leadership and direction of the province. Some units have made good application of software designed for professional work, such as budget management, investment management and asset management software of the Finance Department, and e-office and expertise management of Information and Communication Department, personnel management, school management, exam-taking management, test software of Education and Training Department, traffic rule test software, and road and bridge design support of Transport Department.
 
In addition, the percentage of state agencies having electronic portal/page to serve the purpose of administration, management and provision of information and online public service level 1, level 2 and level 3 is 52 percent, 10 percent and 3 percent respectively. Yet, online service level 4 has not been provided by any state agency so far. One-stop electronic system is also gradually applied in state agencies. Currently, the province is undertaking pilot implementation in 3 district-level units, including People's Committee of Dien Bien Phu City, People’s Committee of Muong Tra district, and People’s Committee of Muong Ang district. This has brought about encouraging results in the reform of provincial administrative procedures, and is expected to be widely conducted for departments, districts, towns and cities in the coming time.
 
In the time to come, in order to further promote the application of IT in the administration and management of state agencies to facilitate businesses’ operation in the province, the Information and Communication Department will request Dien Bien province to lay more focus on IT technical infrastructure, promoting IT application in the administration and management of the state agency, providing online public services for people and businesses, developing the legal framework, and enhancing dissemination of information on IT application. Simultaneously, it is essential to work out policies on the training and development of IT human resources, which are still modest in terms of quantity and quality.
