In 2011, Nghe An was ranked the 4th position in the list of ICT (Information Communication Technology) Index. It was also the locality that laid special attention to development of information and communication technology. In 2008, Director Ho Quang Thanh, Nghe An Department of Information and Communication was awarded with Indochinese CEO certificate and followed by Mr Ho Duc Phoc, one of the first provincial Chairmen to receive the Indochinese CEO certificate.
Given the close attention of provincial authorities, the Nghe An communication and information network has seen remarkable progresses. This is one of the first 17 localities in the country to transfer television transmission to the Vinasat Satellite. There are up to 200 enterprises engaged in IT and communication fields in the province, including some famed brands such as Vinaphone, Viettel, Mobiphone and especially VTC online.
The sectoral turnover growth rate was approximately 30 percent per year, which for several years rocketed to 60 percent. Total sector revenue was at a record rate of VND 4,650 billion, contributing VND 126 billion to State Budget. In 2012 only, the number was VND 130 billion (in which VTC online accounted for VND 50 billion).
Apart from success in communication network infrastructure development, Nghe An is one of the localities which have actively provided enterprises with useful information. The provincial portal (nghean.gov.com.vn) was piloted in June 2011 and put into use in that December. The portal, including 1 main portal and 57 sub-portals for agencies and departments, social and political organizations, 20 districts, towns and cities, is available for searching information on enterprises and people.
Despite such outstanding progresses, Director Ho Quang Thanh, Provincial Department of Information and Communication is still concerned about the little or no attention from provincial businesses is paid to image development and promotion through websites. Although the provincial portal was well developed, the sub-portal of some localities at secondary level has seen few information updates.
To address such situation, especially for more provision of useful information to enterprises and people, Nghe An has focused on measures in order to raise awareness of sectors and localities so that they will actively provide information via the portal, in the newspapers, television and coordinate with provincial small and medium enterprise association to hold some training courses on network facility skills for business community.
So far, the cable network in Nghe An has reached 434 communes and 2536 BTS stations across the provinces, including 800 3G stations; making up a telephone subscriber rate of 131/100 people and internet rate of 21.5/100 people. The number of press representatives in Nghe An occupies 4
th overall position with over 600 members.
