This is the second foreign bank in Vietnam to win such license, behind Citibank Vietnam.

HSBC is allowed to decide interest rates for the debt papers in line with the market rate and ensure safety.

In April, Citibank is also permitted to issue VND4 trillion (US$250 million) worth of long-term valuable papers, with maturity ranging from one to five years and denominations in both Vietnam dong and foreign currencies. (SBV)
