Modern technology: Integration of Post & Telecommunication

As of October 2007, Cao Bang has 192 post & telecommunication service points in 13 districts, with average service radius is 3.3 kilometres and each serving an average of 2,704 citizens. Mr Duong Duc Toan, Director of Post & Telecommunication Department of Cao Bang says, “Compared with the criteria for the whole country, the service radius of Cao Bang is still higher than that of some other provinces due to its complicated topography. In the years to come, we will make further efforts to better serve citizens’ demand.”  
Currently, Cao Bang has one inter-provincial letter transport level I (Hanoi – Cao Bang) with the length of 192 kilometres under control of VPS I; nine inner-provincial letter transports level II with 620 kilometres, and 149 letter transports level III to districts and inter-districts, making up a total of 1,610 km (one-way length). 103 of 177 districts have access to daily newspapers. Post stations at the town and districts provide citizens with full services.
 
“In telecommunication, the transmission techniques, commutation techniques, terminal equipment and network organizing technology are important factors determining the speed and quality of information,” Mr Duong Duc Toan revealed. “Under the management of the Department and the efforts made by enterprises working in the department, Cao Bang’s telecommunication network has developed with a focus on modern technology. As of October 2007, Cao Bang’s commutation network has had two HOST exchanges installed in the town, 16 orbit exchanges and three independent exchanges with an installation capacity of 31,376 lines and usage capacity of 84.6 percent.”
 
Cao Bang’s transmission network has four routes at level I, ensuring inter-provincial connection for fixed telephones, mobile telephones, POP Internet and VoIP of enterprises. Switching networks at level II are mainly invested and controlled by VNPT and Viettel, and enterprises hire transmission networks or exchange network infrastructure. Cao Bang’s central post office has five optical cable networks within the province, connecting HOST in Cao Bang with Hoa An, Ha Quang, Tra Linh, Quang Uyen, Phuc Hoa and Thong Nong districts. Some other post stations use microwave transmission with such devices as DM, SIS and AWA. Viettel has 100 percent transmission network coverage at level II using optical cable. For transmission network at level III, apart from two districts Bang Ka – Ha Lang and Dam Thuy – Trung Khanh using optical cable, the rest use copper cable, VSAT, Analog and microwave.
 
The periphery network in Cao Bang, developed by the province’s central post office and Viettel, mainly uses copper cable and has basically met the demand for telephone installation of local authorities and citizens. At the moment, stations at Cao Bang town and district centres have underground cable while stations in mountainous area mainly have telpher.
 
In mobile phone communication, Cao Bang has six enterprises providing mobile phone service, with 85 Base Transceiver Stations (BTS) covering all districts of the province.
 

Cao Bang’s post and telecommunication sector is moving step-by-step towards modern technology for active global economic integration. Under State management, the post and telecommunication trading environment in the province is getting healthier and more competitive, and enterprises are actively participating. Mr Duong Duc Toan said, “In comparison with the nation, demand for post and telecommunication services of Cao Bang is still very high. This is a potential area for the province to attract investors. The Department always offers the most favourable conditions for enterprises to take part in investing, constructing and developing post and telecommunication infrastructure in the area, making the post and telecommunication sector one of the engines driving the economy of the province through integration.”
