Strong Partnership with United Nations and Donor Community

The ‘High Level Tripartite Conference on Delivering as One: Lessons from Country-led Evaluation and Way Forward’ concluded successfully on 16 June. The event brought together over 260 participants from eight countries piloting the ‘Delivering as One’ approach, eight countries having voluntarily adopted the Delivering as One approach and seven countries that were invited to exchange experiences, 22 countries that have funded and are interested in the UN reform process, delegates from the UN, international organizations and diplomatic missions in Vietnam.
 
The “Delivering as One” scheme was launched in 2007 to respond to global challenges and experiment how the UN can provide more coordinate development assistance in the nations which volunteered to become pilot cases: Albania, Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania, Uruguay, and Vietnam. Together with the world body, these nations are experimenting with ways to increase the UN’s impact through more coherent programmes and accelerate the achievement of the Millennium Development Goals (MDGs), eight anti-poverty targets with a 2015 deadline.
 
During the opening ceremony of the High Level segment of the Conference on June 16, His Excellence Mr Nguyen Tan Dung, Prime Minister of Vietnam stated: “Reform is always a long and challenging process which requires great and persevering and strong commitment and efforts of all nations as well as the UN as a whole. The important thing is that success of the reform would surely bring about enormous benefits to the realization of national development goals and the improvement of the people’s life. As such, I have the firm confidence that with the strong commitment by all the stakeholders involved in this process, the UN Initiative on Delivering as One will definitely produce the desired development results.”
 
At the conference the representatives of the UN and the Governments of countries that are piloting, voluntary adopted or are interested in Delivering as One approach, arrived at the Ha Noi Statement which charts a clear way forward for the “Delivering as One” initiative. 
 
The Hanoi Statement reaffirms that the old way of doing business is no longer an option and calls upon the UN system to institutionale business and magement systems that enhances efficiency and effectiveness in programme countries. The Statement also calls upon the donors to provide multi-year predictable unearmarked funding to programme countries to make the Delivering as One approach in pilot countries credible now and also relevant and applicale to all other Member states in their future development activities.
 
The Conference demonstrated the realized outcome strong partnership among the Government, the United Nations and the donor community”, said Minister of Planning and Investment Vo Hong Phuc.
 
“The success of the conference will contribute to the efforts to enhance the coherence and effectiveness in the UN operation as stated in the resolutions of the General Assembly’s resolutions on the system-wide coherence”,Mr Phuc added. “The outcome of this Conference provides a significant source of information for Independent evaluation on Delivering as One which to be conducted in 2011 as well as for intergovernmental processes on system-wide coherence and professional activities for the development of the UN system.”
