Under the decision which took effect since August 29, all cement factories will have to replace blast furnaces to reverter furnaces.
Cement projects which produce over 2,5000 tons of clinker per day will have to utilize exhaust fuels for power generation.
The decision also mentions to the priority to be given to cement projects in the South, and regions which have advantages in materials, industrial development and transport expansion.
The decision discourages projects which locate in disadvantageous areas and cultural relics and tourism sites.
It is forecasted that the domestic cement demand would rise from 54-55 million tons in 2011 to 75-76 million tons in 2015, 93-95 million tons in 2020, and 113-115 million tons in 2030.
