The transportation system plays a particularly important role in socio-economic development for Bac Ninh province. Actively utilising local resources and central support, the transportation system has made great progress, contributing to the strong local development.
In 2011, the transportation sector of Bac Ninh province had many advantages but it also faced numerous difficulties like limited investment capital, incomplete transportation and traffic safety management, and climate effects. But under the close guidance of the Provincial Party and the government and effort of the people, the sector completed its all plans in 2011.
Basic construction investment was defined as a key task in 2011. Besides, in response to the movement on traffic quality guarantee launched by the Ministry of Transport, results were relatively good for the year. The total investment capital was VND235 billion last year, at 219 percent of the plan. The sector started construction on four projects, namely National Road 38, a bridge spanning the Duong River linking Provincial Road 282 to National Road 18, Provincial 276 - the section from National Road 38 to Ben Ho, and a linking road from Provincial 277 to Nguyen Van Cu Monument. It also continued implementing and completing ongoing projects, and prepared for the construction of new projects like Provincial Road 277 - the section in Tam Giang Market, Provincial Road 276 - the section from Lim to Cau Sop, Provincial Road 285 - the section from Ngu to Dai Lai, and Provincial Road 281 - the section from Cau Gay to Nghia Dao.
Consultancy for transportation investment is maintained effectively. The sector advised, surveyed, designed and estimated many large-scale projects like Provincial Road 280, Provincial Road 282B, Provincial Road 283, Provincial Road 281, Provincial Road 287 and Provincial Road 295. Traffic safety at Dong Xuyen Ferry is always observed. Any technical problems are quickly resolved to ensure smooth operations.
In response to the national programme on new countryside construction in the 2010 - 2020 period, the People’s Committee of Bac Ninh province has mapped out its own new countryside project for the period. Localities are actively building roads to satisfy the new criteria. The total investment value is VND205 billion, or 102.5 percent of the plan. The province completed and operated To Bridge, Lang Ngam - Van Thai Road, and completed upgrading district roads. It also conducted training courses on new countryside transportation for 80 commune-level officials, all of whom graduated with excellence.
In general, the sector obtained impressive results. However, a number of shortcomings need to be resolved, particularly unguaranteed construction process due to limited capital source, and sluggish site clearance because of poor awareness of the people.
Mr Vuong Huu Truyen, Director of Bac Ninh Transport Department, said: In 2012, the transport sector of Bac Ninh province will continue speeding up the progress, completion of underway traffic construction projects, project documentation and bidding preparation. It will also coordinate with authorities to clear construction sites to start construction as soon as possible, strengthen examination, management and supervision over investment projects, maintain existing routes, and survey the construction of new routes to boost transport capacity and accelerate provincial socioeconomic development.
