Stepping up IT Application
The Department of Information and Communications of Ninh Binh province has implemented many activities and plans to bring information technology applications to State agencies and has achieved initial success.
To support management and administrative activities, Ninh Binh province has rapidly deployed IT application in all agencies from provincial to grassroots levels. By the end of 2011, State agencies had 1,402 computers, including 56 servers, with 80 per cent of civil servants with computer literary. All communes, districts and cities applied one-door administrative mechanisms.
Most units have websites to publish information at levels 1 and 2 and tested level 3. Initially, these online public services have promoted efficiency in information provision and to create favourable conditions for organisations, individuals and units to implement administrative procedures.
However, IT application for administrative reform is confronting certain difficulties and limitations. The province’s IT technical infrastructure only supports simple applications, while systems are outdated and degraded. Besides State IT management personnel are insufficient and weak. Even, a proportion are not fully aware of the importance of IT.
Mr Lam Van Toan, Director of Ninh Binh Department of Information and Communications, said: In the near future, the department will strengthen information dissemination and the awareness of leaders and public officials, helping them see IT application as a top task contributing to economic, social and cultural development. The department will formulate an e-government construction scheme for Ninh Binh province for the 2012 - 2015 period, with a vision to 2020.
