Located in the Central Region Key Economic Zone, Binh Dınh has a crucial role in the whole country’s socio-economic development thanks to its good traffic network. To study the status of investment into Binh Dinh’s traffic infrastructure, Vietnam Business Forum had an interview with Director Nguyen Ha Dong, Binh Dinh Department of Transport. Quoc Hung reports.
How has Binh Dinh paid attention to investment in transport infrastructure?
For years, Transport Department has played a role of key economic sector, which has always proceeded to “open door” for local economic-social development. Infrastructure network for road transport in Binh Dinh province, which has been prioritized in investment, has seen remarkable progress in both scope and quality. There are a variety of provincial backbone roads built, upgraded and put into operation such as: National Highway 1D, road and bridge Quy Nhon – Nhon Hoi, coastal road Nhon Hoi – Tam Quan, road Go Gang – Cat Tien, western road of the province. Besides, the province has also rehabilitated and upgraded the provincial road system and the rural transport road network. Thus, the provincial transport network is gradually bettered with total length of 4,125 km (up by over 400 km over that in 2000) and much higher quality. The whole 208 km long National Highway section which meets standards of 3rd and 4th class road in the delta; the 467 km long provincial roads which are at 5th class road in the delta; and 3,450 km of inter-commune and rural transport network, including 2,118 km concreted, have contributed to better provincial transport network, meeting people’s needs.
Not only concentrating on building traffic infrastructure, Transport Department has also seen progresses in transportation. The people now can be satisfied with varied transportation means which are to meet diverse demands of the market. It can be said it has never been so easy and convenient before for people to travel with modern means and higher service quality.
From now to 2015, which transport works will Binh Dinh focus on?
Binh Dinh Department of Transport has always determined that beside construction of road transport, maintenance is also a crucial activity for the purpose of road (road system) management during exploitation (operation) phase so that roads will be surely operate normally with their functions and repair and maintenance are to maintain technical specifications of exploited roads. Being aware of that issue, Transport Department consulted Provincial People’s Committee to introduce Decision No.944/QD-CTUBND dated April 29th 2011 on approving periodical repairs of provincial roads during period 2011 – 2015 with total cost of VND150 billion. Therefore, the Department has taken advantage of fund from State Budget for a part of this activity. In 2011 and 2012, the province has received about VND6 billion from the World Bank for the maintenance of 358 km district roads. At present, the Department is actively working with Central agencies to allocate fund for coming years.
As previously mentioned, Binh Dinh province’s transport network has seen strong growth in the past year but not kept up with the social development demand. Thus, by 2015, focus should be laid on completing national highways; upgrading provincial and districts roads, urban and rural transport network.
What is the target of Binh Dinh’s Transport toward 2020? How has the province done to gradually reach the target?
By 2020, Binh Dinh’s Transport targets to complete provincial transport network in comprehensive and modern direction given the basis of Development Plan of Binh Dinh Transport by 2020 that was approved by Provincial People’s Committee in Decision 705/QD-UBND on February 16th 2008 and some plans on provincial transport passed by Prime Minister.
To beat those targets, firstly we will take advantages of funds from ADB, WB, Central fund for objective assistance, outstanding capital in treasure, surplus of collection to State Budget, provincial budget etc and coordinate with Ministries and Agencies to quickly complete investment procedures for the implementation of some key projects such as Binh Dinh Coastal road and upgrade and rehabilitation of provincial roads as in planned investment period. The transport network can thereby meet the local socioeconomic development demand.
