With the special interest and due attention of the concerned sectors and agencies, vocational training in Ninh Binh has initially achieved positive results. The number of workers trained by 2011 reached 38 percent, an increase of 19 percent against 2005. Currently, 8/8 rural districts, cities and towns have public schools and vocational training centres. Many vocational models are associated with economic development. Trained labour force possesses qualified skills and expertise.

The project "Vocational training for rural workers to 2020" prepared by Ninh Binh Department of Labour, Invalids and Social Affairs has had its vocational training rate approved as in accordance with Decision 1956/QD-Ttg of the Prime Minister. The effective project implementation will ensure improved vocational skills to facilitate agricultural and rural restructuring.

In addition to vocational training for workers, the Department also focuses on job generation and associates vocational training with actual production demand so as to build human resources to meet the need of the provincial economy. Besides, the province has actively exploited job opportunities from various programs and projects for thousands of workers, thereby contributing to improving their quality of life.

Surveys show that Ninh Binh province possesses abundant human resources. However, the quality is still modest, failing to meet the increased production requirements. Therefore, human resource development, especially vocational training, continues to be considered one of the major tasks for the coming period. Along with propaganda conducted to raise individual and organizational awareness of the need for training and utilization of the labour force, it is essential to work out policies to create favourable conditions to encourage all organizations and individuals at home and abroad to participate in training human resources.
