Planning and Building Industrial Zones, Complexes

For the past time, Ninh Binh Construction has made its effort to plan and build industrial zones and complexes as well as work out governmental administrative measures in the construction sector. Vietnam Business Forum had a discussion concerning these issues with Director Dinh Hong Khanh, Ninh Binh Provincial Department of Construction. Duy Binh reports.
Can you share about some results in planning and building industrial zones and complexes in Ninh Binh?
For the past years, Ninh Binh has paid close attention to planning and building industrial zones and complexes. They all have general planning, zone planning, and detailed planning to prepare the investment projects. So far, the construction sector has completed the master plan for Ninh Binh IZs by 2015, orientation to 2020, which was approved by Prime Minister under Document 1818/TTg – KTN on October 29th 2008, covering 7 IZs on a total planned area of 1,861 ha, including Ninh Phuc IZ (334.02 ha), Tam Diep IZ (450 ha), Gian Khau IZ (262 ha), Khanh Cu IZ (170 ha), Phuc Son IZ (145 ha), Xich Tho IZ (300 ha) and Son Ha IZ (300 ha). In addition, the sector has also planned and built some Industrial Complexes (IC) such as Dong Huong IC in Kim Son district; Mai Son IC in Yen Mo district; Thien Ton Town IC in Hoa Lu district; Phu Son IC in Nho Quan district; Yen Ninh Town IC in Yen Khanh district; Son Lai IC in Nho Quan district; and Gia Phu IC in Gia Vien district.
 
Given the position as leading construction agency of Ninh Binh, how has administrative procedure (AP) reform been conducted by the department?
To foster administrative procedure reform, Ninh Binh Department of Construction has for years arranged the procedures in a public, transparent and simple direction, as well as actively implemented reforms with 4 contents: institutional reform, organizational reform, personnel reform and administrative reform. The “One-gate” division in the department has publicized AP reforms and plans to handle works, handling time, provide specific guidance and settle questions in a quick and timely manner. The received documents will be issued with a receipt stating the date for paying results. Handling time for organizations and individuals is only 2-5 days.
