Tax Sector Making Efforts to Overcome Difficulties

2013 continues to be a challenging year for the country's economy in general and for the province of Bac Ninh in particular. Despite difficult circumstances, thanks to the regular care of leaders and authority of all levels, along with efforts to overcome difficulties to stabilise and develop production of the business community, economic organizations and individuals in the area, and great efforts of the tax industry, which is shown through the carrying out of synchronous drastic measure groups to collect make budget revenue in 2013, the task of collecting state budget revenue in the province has so far achieved remarkable results.
Since the implementation of Resolution XVIII of the Provincial Party in October 2010 and of the resolution of the Party Congress XI in January 2011, the economy of the country as well as of Bac Ninh has been heavily influenced by the global economic crisis. Enterprises in the area face many difficulties such as large product inventory, financial difficulties especially in business capital, high loan interest rates, which makes the province’s indicators of economic growth fall from 15 percent in the period 2005 to 2010 to 10 – 12 percent in the time from 2011 until now.
 
In three years from 2010 to 2012, Bac Ninh completed 128, 109 and 100 percent of budget revenue collecting plan (138, 114 and 110 percent over the same period). In the first six months of 2013, state budget revenue of the province was 3,156 billion, 54 percent. It is estimated that in 2013, the province will accomplish 101 percent of the provincial collecting plan. Under the circumstances of general difficulties of the industry, the result of Bac Ninh tax industry in recent years is very encouraging.
 
In recent times, the organizational structure of Bac Ninh’s tax department has been consolidated under the direction of the Ministry of Finance and the General Department of Taxation. Benefiting from tax reform, the tax administration of Bac Ninh has transferred to function-based management method. Along with the country, Bac Ninh’s tax industry is actively building its management structure in accordance with ISO standards, boosting administrative reforms in the management of tax collection, and step by step applying information technology to improve management efficiency.
 
Along with that, Bac Ninh Department of Taxation has always focused on training and improving the quality of the industry’s staff. To further professionalize its activities, in recent years, the tax department of Bac Ninh has always focused on recruitment to ensure a sufficient number of personnel to perform assigned tasks, and conducted reviews of the staff’s working ability to have suitable training plans to improve their professional qualifications. Up to now, the number of staff having college or post-college degrees of the unit is 352, accounting for 69.2 percent, while the number of those who have masters degree or who are currently attending graduate courses is 69, accounting for 13.5 percent.
 
The department has selected qualified tax officials with good ethical conduct and communication skill to be in direct contact with taxpayers. At the same time it also promotes the training, particularly training of communication skills and ethical conduct, for tax officials to build a strong public servant team to meet the requirements of professional, cultural and spiritual demand to serve the people. In addition, the unit annually organizes training and assessment for all officials in order to improve professional qualifications.
 
Mr Nguyen Van Hai, Deputy Director of Bac Ninh Tax Department shared, "In the future, the tax industry of Bac Ninh Tax will closely attach to and strive to implement the industry's motto “Transparency - Professionalism - Integrity – Innovation,” in which the main priorities will be transparency and professionalism. Good performance of these two tasks will reduce the tax administrative procedures for businesses, the most practical measures to improve the industry's PCI of the Tax industry of the province in particular and of the country in general."
