Goods Production Development in Agriculture

Bac Ninh’s economy is shifting in the direction of industrialization and modernization at a high rate; continuously upgraded infrastructure has allowed speeding up the acquisition and adoption of technologies into production, fostering the agriculture and rural economic pattern shifting toward goods production. The formation and development of industrial zones and urban areas have contributed to the creation of local agricultural product consumption markets for farmers.
Aiming to form commodity agriculture with diversification, stability and sustainable development, Bac Ninh agriculture has been fostering review and preparation of development plans for sub-sectors (including crop production, livestock, forestry, aquaculture and irrigation) and focusing on good management of agricultural production in accordance with the approved plans. The provincial competent agencies have actively directed and urged districts and towns to develop appropriate planning; provided guidance on selection of crops, seedling pattern, cultivation seasons to ensure production efficiency, helping increase yield and income per area unit.
 
For the past time, erratic weather with inconvenient fluctuations and agricultural material costs remaining high have caused negative impacts on people’s willingness to invest into intensification and expand their production area. In this context, the agriculture sector has actively consulted the Provincial Party’s Committee and People’s Committee to introduce measures; closely coordinated with competent agencies, districts, towns and the city to fulfil the prepared plan. In particular:
Total production value of agro-forestry-aquaculture in the first 6 months of 2013 was estimated VND1,559.6 billion, 57.4 percent of the annual plan, up by 9.3 percent year by year. Accordingly, the estimated livestock value was VND467 billion, equal to 47 percent of the plan for 2013, 99.6 percent of the same period in 2012; the expected aquaculture production value was VND167 billion – meaning 53.9 percent of the year’s plan and up by 15.1 percent against last year. Meanwhile, forestry sector saw the estimated production value of VND3 billion, equating 43 percent of the plan and staying still year by year; and agricultural service production value was anticipated at VND92.8 billion.
 
Civil construction work has been given much attention. In the first 6 months of 2013, the provincial agriculture sector was assigned for implementation and proceeding of 61 projects, with the total fund for 27 projects recorded at VND269.070 billion, including VND209.402 billion allocated by the Government, VND57.768 billion nominated by the province and VND5 billion of ODA fund. By the end of June 2013, the value of implemented work reached VND231.907 billion, beating 86 percent of the plan; in which total disbursement value was VND96.779 billion, equating 36 percent as planned. The projects on irrigation work construction, dyke improvement, canal lining program and national target ones such as National Environmental Program on clean water and sanitation all basically met the assigned plans.
 
Vice Director Nguyen Huu Truong of Bac Ninh Department of Agriculture and Rural Development shared, “In coming time, the sector will accelerate implementation of agricultural development proposals approved by Provincial People’s Committee and direct the preparation of reports and proposals assigned to guarantee the progress and quality; speed up the construction of works for agricultural production; give out directions for new rural area development; strengthen management of agro-forestry and aquaculture product quality; and improve administrative reform quality.”
 
Promoting the achievements gained so far, Bac Ninh agriculture will make efforts to beat the targets on agriculture and rural area set out in the Provincial Party Committee’s 8th Congress; including agricultural production value growth rate of 1.7 percent-2 percent/year; crop production value higher than VND106 million/ha by 2015; average rice yield of 62 quintals/ha; increase the size of cattle herds and poultry flocks; and 50 percent of the communes meeting new rural area criteria by 2015.
