In order to efficiently exploit transport infrastructure, attract investment, and mobilise capital for the development of transport projects deployed by the Ministry of Transport (MOT), in July 2011, MOT decided to establish Cuu Long Corporation for Investment Development and Project Management of Infrastructure (Cuu Long CIPM) on the basis of restructuring the Management Board of My Thuan project (established in June 1994) and merging with the One Member Company Limited of Can Tho Bridge, and the One Member Company Limited of Bridge Maintenance 715. Cuu Long CIPM is now a State-owned company, under the management of the Ministry of Transport, operating under the parent - subsidiary model and specialising in investment, project management and exploitation of transportation infrastructure of the southern provinces.
Over the past 20 years, Cuu Long CIPM has managed successfully large projects with many different capital sources such as the My Thuan Bridge (Australia); Can Tho Bridge (JICA); Trans-Asia (ADB); highway HCM City - Trung Luong (budget in advance); Highway 14, 51, Nam Song Hau Road, Route N2 (government bonds), and many projects are being carried out as follows: the road along the south coast (ADB and EDCF); Vam Cong Bridge (EDCF), Cao Lanh Bridge (ADB and Australia), the projects are evaluated to ensure quality and efficiency. In particular, the cable-stayed Can Tho Bridge, at the time of completion (2010) is considered as having the longest main span in Southeast Asia.
Built in 2004 by Japanese ODA loans with a total investment of about VND4,832 billion, exchange rate in 2004 (about 37 billion yen), Can Tho Bridge is a bridge over the Hau River, linking Can Tho City and Vinh Long province. The bridge was inaugurated in April 2010, contributing greatly to the development of the Mekong Delta. Also, this is the most important project in the ODA cooperation between Japan and Vietnam, significantly contributing to the good relations between the two countries.
In addition to the projects mentioned above, the Ministry of Transport has assigned Cuu Long CIPM to manage and search for extra-budgetary funds to implement the construction of Trung Luong - My Thuan Highway. This is part of the highway HCM City - Can Tho (including 3 sections HCMC - Trung Luong, Trung Luong - My Thuan and My Thuan - Can Tho). The project is designed to shorten travel time from Ho Chi Minh City to the Mekong Delta, contributing to the socio-economic development of the region, while reducing the load on Highway 1. Previously, this project was assigned to BIDV Expressway Development Company as the investor. However, this company returned the project after two years of lacking capital resources. According to Cuu Long CIPM, the total investment for highway Trung Luong - My Thuan is too big so it is divided into two phases. In particular, in phase 1A, there will be two highway lanes and an emergency stopping lane, the construction of this phase is based on BOT form (Build - Operate - Transfer). Phase 1B will expand to six lanes with the proposed form of ODA.
On the other hand, Cuu Long CIPM has also been calling for investment for some other important transportation projects such as highway projects My Thuan - Can Tho running through Vinh Long, Dong Thap; Project Vi Thanh - Bac Lieu through Hau Giang, Soc Trang and Bac Lieu; Project My An - Cao Lanh including the construction of Cao Lanh Bridge and Vam Cong Bridge and connecting lines are being constructed; Project component 4 belonging to the project South coastal route, from the Khi-Dien-Dam junction in Ca Mau province to Highway 1; project ring road 3 in Ho Chi Minh City; Project Tan Van – Nhon Trach Phase 2 of Project Ring Road 3, Ho Chi Minh City (crossing through Binh Duong, Long An and Ho Chi Minh City); and Highway Phu My - Vung Tau.
Cuu Long CIPM has been mobilising all resources to accelerate projects, especially Japanese ODA resources because Japan is the leading country in providing ODA and investment in Vietnam, thereby, promptly meeting demands in the development of economy and transport in Vietnam in general and the southern provinces in particular.
