During 40 years of strong construction and development, Vietnam National Oil and Gas Group (PetroVietnam) has achieved outstanding development in both breadth and depth, shaped an important economic - technical sector, and served as a pivot in the cause of national construction and protection. PetroVietnam has accomplished proud achievements, particularly in the 2010-2015 period. Its emulation movements have considerably contributed to the successful implementation of production, business, investment development and social security objectives and tasks of PetroVietnam, and created driving forces and strengths for its new development stage.
Patriotic emulation
Understanding the roles and positions of emulation and commendation in the new period, and following Uncle Ho’s teachings "Emulation is patriotic, patriots must emulate, and emulators are the most patriotic people,” PetroVietnam thus always sees emulation as a key content in its operations. Especially, in the 2010 - 2015 phase, based on specific characteristics of oil and gas industry, PetroVietnam has researched and selected emulation movements consistent with specific conditions of each locality, each work and each unit.

With the operating principle "Unity, modern integration and sustainable development", PetroVietnam launched broad emulation movements with content-rich methods and forms. Typical emulation campaigns included “Creative labour, initiative development", "Today work not for tomorrow done", “Reaching the target ahead of schedule”, “Exercising thrift, saying no to unsafe working” and “Building PetroVietnam culture”, PetroVietnam deployed many emulation movements across its projects, organised many events during the Oil and Gas Week, Worker Month and Youth Month.
PetroVietnam’s member units actively take part in emulation movements; and outlined monthly and quarterly emulation programmes. They applied many forms of praise and commendation to honour individuals and collectives in weekly, monthly and quarterly movements.
Emulation movements are integrated with the leading emulation campaign of the State and the Party like "Study and follow the moral examples of Ho Chi Minh”, thrift exercise, waste control, and fight against corruption. Emulation criteria are specified by member units according to their operations.
To inspire emulation movements, the group regularly organises meetings to review and praise outstanding performers, and funded activities aimed at improving spiritual life of employees working in projects. So far, emulation movements in some projects have helped ensure the progress, quality and safety and build up good relationships with local residents and authorities.
In many units, emulation movements have brought in practical economic benefits. For example, the emulation programme for operational maintenance of Dung Quat oil refinery reduced maintenance duration by two days and saved US6 million. Emulation programmes in Phu My fertiliser plant and Nhon Trach power plant saved hundreds of billion of Vietnamese dong.
Innovations for technical improvement, labour productivity and cost saving
To meet production and business requirements, PetroVietnam has decided to set up the Innovation Council, issued regulations, conditions, criteria and contents for recognition and classification of initiatives to assess and accredit effective initiatives, technical innovations, and scientific and technological applications. In the 2010 - 2015 period, over 300 scientific research projects and more than 1,600 initiatives, including 834 technical initiatives and inventions recognised, saved hundreds of million of US dollars and over VND100,000 billion for the oil and gas industry and the country. From thrift practice and waste combat campaigns, the group saved more than VND3,000 billion in five years from 2010 to 2015. Vietsovpetro, a Vietnam-Russia joint venture, had 664 initiatives registered and 408 initiatives recognised, which saved US$38,292,005.38 for the joint venture. PetroVietnam Fertilizer and Chemicals Corporation had 616 initiatives that brought in VND149.6 billion of benefits for the corporation. PetroVietnam Ca Mau Fertilizer Joint Stock Company had over 800 initiatives for technical improvement and production rationalisation that brought in over VND250 billion of benefits. PetroVietnam Power Corporation had 11 recognised initiatives that generated VND36 billion of benefits.
Emulation movements have actually aroused patriotism, creative labour, technical innovation, production and management rationalisation; enhanced labour productivity, cut costs, controlled schedule and quality of work, reduced working time; built corporate culture; strengthened unity and loyalty of employees; and created tremendous economic, cultural and social effects in the group. Especially, emulation movements also revealed outstanding collectives and individuals.
Exercising social security responsibility
Responding to campaigns launched by organisations and social unions and originating from the thoughts, emotions, aspirations and responsibilities of all the staff to the society and the community, PetroVietnam annually organises many pro-community events and philanthropic activities. The group has donated a big sum of money for local infrastructure construction. PetroVietnam has coordinated with the Central Committee of the Vietnam Fatherland Front, ministries, local authorities, organisations and individuals in the country to implement social welfare programmes to support rapid poverty reduction and new countryside construction. From 2010 to 2014, PetroVietnam funded VND2.831 billion for social security and rapid sustainable poverty reduction.
