With over 230 kilometres of borderline, two international border gates, one main border gate and nine side border gates, Lang Son province has special advantages in border-gate economic development. In 2008, the Prime Minister decided to establish and promulgate regulations on operations of Dong Dang - Lang Son Economic Zone, thus opening up tremendous opportunities for businesses in Lang Son and other provinces to invest in production and business expansions. Xuan Cuong Co., Ltd is one of the businesses to quickly grasp that opportunity.
Set up in 2006, Xuan Cuong is mainly engaged in passenger transport services, cargo transportation, terminal handling and warehousing services, electronic customs declarations services, import and export of goods, hotel and restaurant services, and others. With its proactive and flexible business solutions, the province has reaped great successes in transportation and trade services, thus paving an important foundation for its future expansion. Soon seeing opportunities from warehousing infrastructure investment in Huu Nghi Border Gate area, Xuan Cuong carried out a project to build a parking lot and international passenger station there for export and import cargo gathering and checking in Xuan Loc district.
Previously, the infrastructure construction in border gate areas in general, and in Huu Nghi Border Gate in particular, was undertaken by the government. Due to the province’s limited resources, border gate infrastructure construction was yet to meet growing cargo trading and passenger travel demand of the two countries. To diversify investment resources, especially after the Prime Minister’s decision on the establishment of Dong Dang - Lang Son Economic Zone, Lang Son province issued preference mechanisms and policies to encourage private investment into this field. Some businesses in the province and from other localities responded to the policy of the province, including Xuan Cuong Co., Ltd with rich experience in infrastructure and warehousing business.
Mr Nguyen Hong Cuong, Deputy Director of Xuan Cuong Co., Ltd, said that this was a bold decision at that time. Xuan Cuong grew up from a small business household and it thus had to start from very beginning in many aspects from project planning, site clearance, construction backfilling to construction. Perhaps, provincial authorities also understood the company’s hardships and they provided timely support and measures for the concern to deal with difficulties. The very close involvement of local authorities motivated and empowered Xuan Cuong to add more confidence in executing its project. And with its best efforts, the company quickly carried out the project.
In 2008, the company worked with relevant bodies to choose the location and plan the project, built business plans and allocated investment resources. Shortly after the project plan was completed in early 2009, the Lang Son Provincial People’s Committee quickly reviewed and approved the investment. Immediately, the company raised funds, facilities, supplies and equipment for the construction of a 4-hectare parking area. According to Deputy Director Cuong, the demand for yards to shift freight transport vehicles was very urgent at that time; thus, we had to do with our highest capacity regardless of daytime or night time to complete the project. We provided services there when other works still continued.
In 2012, in adjusting the border gate development plan, the Provincial People’s Committee reclaimed the parking site for the Dong Dang - Lang Son Economic Zone Management Board allocated a 12-hectare site for Xuan Cuong to build a parking site and international passenger interchange station. Also with the highest speed of construction, the company quickly levelled the ground, built internal roads, operation buildings, car parks, warehouses and other facilities. Currently, the company’s parking lot in Huu Nghi Border Gate area is capable of serving 500-600 trucks and 200-300 passenger buses. From its strong warehousing, forwarding and transporting services, the company also expanded its business operations to bus services, tramcar and customs agent services. So far, Xuan Cuong has invested a big sum of money to build the parking lot and commercial zone in Huu Nghi Border Gate.
The new project was quickly carried out by the company’s resources coupled with active support of local authorities. Although the project is facing a lot of difficulties on rising prices of materials, equipment and construction services, the company has managed to accelerate the work and completed such items as cargo interchange yards, storage warehouse and insulation warehouses.
Deputy Director Cuong said by the middle of 2014, Xuan Cuong basically completed essential items and brought the project into effective operation. The facility, which is now employing nearly 600 workers, is planned to become a world-class warehousing and yard system to serve exports, imports, containerised freights, steel, equipment and materials. To realise this goal, the company will perfect infrastructure works and enhance quality of passenger transportation, accommodation and catering services to bring best utilities and earn customer satisfaction. This will not only bring reputation and efficiency for the company but also strengthen the trust of customers when they go to Huu Nghi Border Gate in particular and Lang Son province in general.
