Haiphong Trade Sector Planning City's Trade Development until 2020

Haiphong city is considered as a major economic centre within the northern economic region. The task throughout 2020 of the city’s trade service is to build up the city into a major trade centre in the northern economic region.
 
Planning trade development according to the space
In the short term, the urban area of Haiphong city will be formed and developed alongside the expansion of the downtown area to Do Son town, Kien An district and National Highway N0 5. In the future, the city will expand to Thuy Nguyen district, alongside the formation of industrial parks and complexes. The urban system in rural areas will be formed along the major rivers of Bach Dang, Cam and Lach Tray. The development of rural markets will boost commodity-based production. In rural and coastal areas, trade and service complexes will form in combination with towns. Therefore, the local trade service will build and develop shops and markets in trade and service complexes.
 
Planning trade development according to economic sectors
The Haiphong trade service is concerned with strengthening and developing the State-owned sector, promoting co-operation with other economic sectors to develop business activities. Accordingly, the service will reorganise State-owned enterprises, concentrating capital for renewing technology and expanding market, thus helping improve economic effectiveness. The equitisation of State-owned trade enterprises will be promoted.
Also, the city will develop trade and services with formation of trade co-operatives to boost the development of local economy, especially in rural and coastal areas.
At the same time, the city’s trade service will encourage the development of private and foreign-invested trade enterprises to take advantage of their strength for the service’s further development.
 
Planning trade development according to organisation forms      
Haiphong will build and develop trade centres, supermarkets, markets and network of warehouses in central Haiphong, industrial parks and complexes. The city will also develop infrastructure facilities for trade development.
With a target of fully exploiting internal strength for socio-economic development, the Haiphong Department of Trade is making an effort with the People’s Committee and other agencies in Haiphong to build up and develop the city.
