Empowering Advanced New Rural Development

After more than 13 years of implementing the New Rural Development Program, Hanoi's rural areas have transformed significantly. The changes are evident not only in the enhanced, larger, and more beautiful infrastructure but also in the increasing incomes of residents.


The New Rural Development Program has enhanced village roads, making them more spacious and aesthetically pleasing

As a purely agricultural district facing significant challenges, Phuc Tho district (Hanoi) has made remarkable progress in its New Rural Development Program, thanks to the collective efforts and determination of the political system. Recently, to commemorate the 70th anniversary of the Liberation of the Capital (October 10, 1954 - October 10, 2024), Phuc Tho held a ceremony to unveil a plaque for the city-level project of Long Xuyen Secondary School. The school features three spacious four-story buildings and modern facilities, standing out in the peaceful countryside.

Mr. Kieu Van Hung, Chairman of the Long Xuyen Commune People's Committee, stated that after over 60 years of development, Long Xuyen Secondary School has been recognized by the Hanoi City People's Committee as meeting national standards level 1. To accommodate the increasing number of teachers and students, the school has received more than VND80 billion in investment from the district for new facilities. This expansion will provide better learning conditions for children in the commune and support the commune's efforts to enhance educational standards as part of building advanced new rural areas.

In October, Mai Dinh commune (Soc Son district) celebrated the recognition of meeting advanced and exemplary new rural standards. Nguyen Thi Thanh Huyen, Chairwoman of the Mai Dinh Commune People's Committee, announced that in less than a year, the commune had received two city recognitions: first as meeting advanced new rural standards in February 2024, and then as meeting model new rural standards in August 2024.


The improvements are clearly reflected in Hanoi's upgraded infrastructure

Returning to the countryside that once endured significant war losses, the former communes of the Khu Chay Safe Zone such as Dong Tan, Trung Tu, Tram Long, and Dong Lo have transformed and come alive with vitality. The village roads, once muddy and narrow, are now spacious, clean, and lined with greenery. Today, Khu Chay is recognized as a key rice-growing area, featuring a high-quality rice value chain and the brand "Khu Chay Quality Rice."

Hanoi has placed significant emphasis on rural development, mobilizing over VND84,316 billion for the New Rural Development Program from 2021 to the third quarter of 2024. Many districts and towns have not only allocated budget capital but have also diversified funding sources by leveraging local advantages to attract additional investment.

The new rural development movement has significantly engaged individuals and hamlets across the region. Localities like Soc Son, Dan Phuong, Ba Vi, and Ung Hoa have implemented practical and effective models. Each year, these areas host the contest "Keeping villages and residential areas bright, green, clean, beautiful, and safe," which receives enthusiastic participation from the community.

Across Hanoi's rural areas, the number of One Commune One Product (OCOP) offerings from farmers is steadily increasing. OCOP has established itself as a trusted brand in the market, with products gaining recognition not only throughout Vietnam but also reaching some international markets.


Hanoi's suburban countryside is increasingly developing

When the new rural construction began, the income of Hanoi farmers was about VND10 million per person per year. After more than 13 years, this average has risen to over VND70 million. This significant increase reflects the commitment of Party committees and authorities to prioritize farmers' incomes as a foundation for building new rural areas. It has also encouraged farmers to innovate and adopt a multi-value integrated economic mindset.

 According to the Hanoi Coordination Office for New Rural Development, by the end of the third quarter of 2024, all 382 communes in the city have met new rural standards, with 188 communes achieving advanced standards and 76 recognized as model communes. Furthermore, all 18 districts and towns (100%) have met new rural standards. Notably, Thanh Tri has become the first district to achieve advanced new rural status, while Dong Anh, Gia Lam, Dan Phuong, Thuong Tin, and Thanh Oai are on track to be recognized as advanced districts.
