By speeding up infrastructure investment and implementing digital technologies across all management and operational processes, Dien Bien Power Company (PC Dien Bien) is steadily modernizing the provincial power grid and raising service quality. These initiatives not only guarantee a safe, reliable electricity supply to support socio-economic development but also improve the quality of life for local communities.

Enhancing service quality to drive economic growth

PC Dien Bien is a subsidiary of the Northern Power Corporation (EVNNPC) under Vietnam Electricity (EVN). The company is responsible for power management, operations, and sales, ensuring electricity supply to serve Dien Bien’s socio-economic development goals.

As of late 2025, the company manages and operates five 110kV transformer substations, 414.2 km of 110kV transmission lines (including customer-owned assets), 3,109 km of medium-voltage lines, and 3,041 km of low-voltage lines, along with 1,518 distribution substations. Electricity is now available in all communes and wards, reaching 95.2% of households, with the same proportion using the national grid. Nearly 99% of villages are connected to national power lines. Power output has continued to grow steadily, meeting the province’s rising demand for economic, political, cultural, and social activities, as well as for daily life and production.

From 2021 to 2024, Dien Bien’s commercial electricity consumption grew at an average annual rate of 6.29%. In 2024, total commercial electricity reached 334.341 million kWh, an increase of 4.15% compared with 2023. In the first half of 2025, the province recorded 179.328 million kWh, up 8.57% year-on-year, with the industrial and construction sectors accounting for 24.53%, a 17.08% rise from the same period in 2024. Total commercial electricity consumption for 2025 is projected to reach 348.496 million kWh, up 4.23% from 2024.

Recognizing that grid development is a key driver of reliability and efficiency, PC Dien Bien has prioritized investment in new construction and upgrades of several 110kV substations, including Muong Cha and Dien Bien 2, which help shorten medium-voltage supply distances. The company has also invested in hundreds of kilometers of medium- and low-voltage lines, while expanding loop circuits to improve system stability and reduce power losses.

Contributing to the province’s socio-economic growth, PC Dien Bien actively participates in rural electrification programs to eliminate areas without power. The company works closely with local authorities and international organizations to implement projects that bring electricity to border and remote areas. Notable initiatives include the Rural Power Supply Project from the National Grid, the “Brightening Dien Bien” Project, and the KOICA-funded Project to Strengthen Rural Self-Reliance through Electricity Infrastructure Development in Difficult Areas of Dien Bien Province.

Additionally, PC Dien Bien has invested in upgrading the power grid to meet Criterion 4 of the national new rural development program and has partnered in the “Lighting Rural Roads” initiative to help disadvantaged communes improve electrical systems for daily use, production, and security. These efforts have made significant contributions to local infrastructure development and quality of life improvement, reaffirming the company’s vital role in promoting Dien Bien’s socio-economic growth, particularly in mountainous, border, and remote areas.

Accelerating digital transformation toward sustainable development

In line with Resolution 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, as well as directives from EVNNPC, PC Dien Bien has actively advanced its digital transformation initiatives. The company has applied modern technologies to enhance power supply reliability, optimize operations, and improve customer service quality.

PC Dien Bien has deployed advanced systems including DAS, DMS, SCADA, remote metering, and remote-controlled switching devices, greatly enhancing operational safety and reliability. The company has achieved full online electricity service coverage, fully digitalizing every process from production to customer service. Through its multi-channel customer care app “EVNNPC CSKH,” 24/7 support, and cashless payment options, PC Dien Bien has created a seamless digital experience for both residents and businesses. These initiatives are propelling the company toward becoming a digital enterprise in the power sector, operating a smart, flexible grid that supports Dien Bien’s sustainable development.

According to Tran Duc Dung, Director of PC Dien Bien, as Vietnam’s power sector rapidly shifts toward digitalization, green development, and sustainability, the company has developed a detailed action plan for 2025-2030. It positions itself as a key contributor to ensuring energy security, modernizing infrastructure, and supporting the province’s socioeconomic growth.

In addition to technical measures, PC Dien Bien has actively implemented energy-saving programs through awareness campaigns, LED replacement initiatives, and events like Earth Hour, alongside contests promoting efficient energy use, including “Power-Saving Families,” “Power-Saving Schools,” and “Energy-Efficient Enterprises.”

Its core priorities include: Coordinating with local authorities and departments to implement Power Development Plan VIII, ensuring local energy security; Modernizing and digitally transforming operations, including grid automation projects; Expanding electricity access in remote areas and integrating electrification with new rural development and social welfare programs.

By 2026, PC Dien Bien aims to provide electricity access to over 99.5% of households, moving toward full coverage in all inhabited villages.

The company is also prioritizing power quality improvement in key areas such as Na Son, Muong Ang, Muong Mun, Cha Cang, and Muong Nhe, where electricity demand is rising despite difficult terrain. For investors and enterprises, PC Dien Bien is introducing various measures to shorten the electricity access process, including publishing all procedures online, simplifying administrative steps, and providing comprehensive electricity services that cover surveying, design, construction, and connection. It has also established a dedicated investor support unit, fostering a transparent and business-friendly environment that enhances the province’s electricity access index and overall economic competitiveness.
