Amid rapid urbanization, the role of enterprises in operating and expanding water supply and drainage infrastructure has become increasingly important, serving as a foundation for sustainable development. Ensuring a stable supply of clean water is not only a technical requirement but also a strategic infrastructure investment, particularly for urban areas that continue to grow. With this understanding, throughout its operations and development, Hau Giang Water Supply and Sewerage - Projects Urban Joint Stock Company (HAWASUCO) has consistently carried out its core responsibilities, contributing to the socio-economic development of Can Tho City in particular and the surrounding region.

Essential infrastructure foundation for urbanization and quality of life

HAWASUCO produces and supplies clean water, provides urban public services (solid waste collection, green space maintenance, public lighting), and carries out construction works. The company consists of three functional departments and three subsidiary companies.

According to General Director Bui Trong Luc, one of HAWASUCO’s main functions is the production, treatment, and supply of high-quality clean water for residential, industrial, and commercial use in the area. This essential service supports quality of life, public health, and local socio-economic development, while also contributing to the construction and maintenance of urban infrastructure. The company currently owns 12 water plants and treatment stations with a total designed capacity of 52,420 cubic meters per day, providing continuous 24/7 domestic water supply to more than 78,744 households. In the urban services and construction sector, the company operates dozens of specialized vehicles and equipment for solid waste collection and transportation, drainage maintenance, green space care, public lighting, and construction works. These activities support local authorities in delivering public services and improving environmental quality.

HAWASUCO is also regarded as an important contributor to the urbanization process through its role in developing urban technical infrastructure and public works, from water supply and drainage to environmental sanitation and the maintenance of these facilities. This has helped shape an urban environment that is bright, green, clean, orderly, and civilized, creating more favorable conditions for other economic activities to develop. “In the context of strong urbanization, the responsibility of enterprises in operating and expanding water supply and drainage infrastructure is a pillar supporting sustainable development,” General Director Bui Trong Luc further commented.

Overcoming challenges toward sustainable and modern development

HAWASUCO was established under decisions of local authorities and has continued to serve as a trusted partner in urban public services. The company has also participated in international programs to improve water resources and adapt to climate change in the Mekong Delta, including projects to secure freshwater supplies for rural communities in coordination with international organizations. This reflects its broader social role amid growing environmental challenges.

Its achievements have been supported by factors such as backing from different levels of government, the leadership capacity of its management team, and close coordination among departments and subsidiary companies. However, as General Director Bui Trong Luc explained, HAWASUCO recently had its public company status revoked because its shareholder structure no longer met ownership requirements under current securities regulations. This has affected its ability to raise capital and expand operations in the future. In addition, the rate of water loss remains high due to both internal and external causes.

As competition in the urban services sector intensifies, the company faces challenges, particularly the lack of adequate solid waste collection sites, which directly affects the efficiency of organizing and operating public utility services. Financial constraints and administrative bottlenecks persist, while investment capital for water supply projects remains limited, creating significant pressure on efforts to expand and upgrade infrastructure in line with urban development needs.

In response, HAWASUCO has taken a proactive approach and implemented coordinated measures to address these challenges. These include strengthening dialogue and cooperation with authorities at different levels to resolve obstacles, improving customer service, and establishing various channels to receive and handle customer feedback (via telephone and the Customer Service App). The company has also enhanced management efficiency through streamlined operations, cost control, and improved labor productivity.

With a long-term vision, HAWASUCO is committed to continuing investment in expanding and modernizing water supply and drainage infrastructure, gradually improving service capacity to meet the growing socio-economic development needs of Can Tho City.
