Kien Giang is one of provinces with a considerably fast-growing economic growth and comprehensive expansions in industry, fishery and tourism. The economic structure has shifted to expected orientations with all socio-economic norms fulfilled. The reporter of the Vietnam Business Forum has a talk with Mr Dang Cong Huan, Director of Department of Planning and Investment of Kien Giang province.
Could you talk about investment promotion in Kien Giang province in 2008 and in the first half of 2009?
Making efforts to improve the investment climate in the province have resulted in positive investment attraction results. Investment promotion activities in 2008 and in the first six months of 2009 in Kien Giang province improved. The province organised many investment promotion programmes such as hosting investment promotion conferences in Vietnam and other nations, delivering brochures on local investment potential and opportunities in Kien Giang province. After one year and a half, the province attracted 73 investment projects with a combined registered capital of VND3,712 billion (US$218 million). Thus, to date, Kien Giang has licensed 410 projects with a total registered capital of VND201,000 billion (US$11.82 billion), including 16 FDI projects worth US$2.9 billion.
In the coming time, what will Kien Giang province do to attract more investors?
Kien Giang will have to compete with other localities in the country to attract investors. To take advantage, the province will focus on doing the following tasks in the coming time:
Firstly, the province will give priority to developing infrastructural systems. In addition to coordinating with central ministries and branches to step up the construction pace of National Road 80 - the artery road, the province will prioritise the allocation of its capitals to develop infrastructure in key areas such as tourist sites in Ha Tien, Kien Luong, Hon Dat and U Minh Thuong, urge investors to speed up underway infrastructure projects such as Hon Chong Port, roads in Phu Quoc Island, and Vinh Hoa Hung Nam Industrial Complex, actively take advantage of ODA capital sources for infrastructure investment projects in Thanh Loc, Thuan Yen, Tac Cau and other industrial complexes.
Secondly, the province will accelerate administrative paperwork reform which is a key to improve the local investment climate.
Thirdly, the province will develop its human resources. Kien Giang province is implementing several demand-oriented training projects, planning several locations for building high-quality training centres to attract investors and realise the policy of socialising education.
To create an easy access to local investment opportunities, Tien Giang province has issued many concrete policies to assist local enterprises. Would you mind talking about these policies?
The Kien Giang People’s Committee set up the single- window business registration unit at the Department of Planning and Investment and issued operating principles for this unit, which functions to instruct investors, receive applications from investors, and solve difficulties vis-à-vis business establishment and operation for enterprises. With this change, businesses can save much time and work.
In addition, to facilitate investors to access investment opportunities in the province, Kien Giang has recently planned detailed construction of functional areas as well as investment project lists. Then, the province introduced investment projects and industries to investors by many means of communication such as direct meeting and conferences held by the province and central authorities in Vietnam and other nations. The province unanimously determined that private economy is an important element of the provincial economy. This dynamic and ground-breaking sector holds much potential for development. The strong expansion of private economic sector will contribute to promoting local production and creating more jobs for the people. Thus, the province always creates the most favourable conditions for this economic sector to develop quickly and sustainably. This is one of the important tasks for all tiers of authorities in the province.
