Industrial Zones and Complexes: Creating Motives for Investment Attraction

Matching with local provincial development, Industrial Zones (IZs) in Ninh Thuan are playing a more and more important role in provincial industrialization and modernization. To meet development and integration demand, Ninh Thuan has set out its Development Planning for industrial zones and complexes to 2020.
 
Apart from infrastructure development, and the creation of favourable conditions to implement key projects such as nuclear electricity plants, wind electricity, solar power projects and freight ports, boosting IZ development is also the first priority provincial target serving economic-social growth. Given such a development orientation, at present, Management Boards of Ninh Thuan IZs are actively calling for investment in 3 local IZs and some industrial complexes. Du Long IZ in Thuan Bac District on Highway 1A, 20 kilometres north of Phan Rang – Thap Cham City, was invested by Hoa Thin Long Duc Phong International One Member Limited Company (Vietnam) on the area of 407.28 hectares. Infrastructure investment is divided into two phases: Phase 1: 254.18 hectares (implemented from 2011-2013), Phase 2: 153.1 hectares, implemented from 2013-2016.
 
Phuoc Nam IZ is located on Highway 1A in Central Southern area, in Phuoc Nam commune, Thuan Nam district, 15 kilometres south of Phan Rang – Thap Cham, was invested by Phuoc Nam Ninh Thuan Investment Joint Stock Company. Infrastructure construction is divided in two phases: Phase 1: 151 hectares (implemented from 2007-2009), and Phase 2: 219 hectares (implemented from 2009-2013). Both Du Long and Phuoc Nam are concentrated IZs which have little impact on the environment; involving electronics assembling, informatics; high-tech industries; automobile and motorbike assembling; industrial and agricultural vehicle engineering; building material technology, aqua-cultural and agro-forestry product processing; and consumer goods production.
 
Ca Na IZ has been established under Decision 787/TTg-KTN on May 19th 2011 about modifying and complementing IZ Development Planning in Ninh Thuan province. Ca Na IZ is located on 983.9 hectares and concentrates on developing new and renewable energy industry groups to take advantage of regional wind and solar resources; manufacturing, engineering and some specific high technology industries such as new and renewable energy.
 
Additionally, in Ninh Thuan province, there are some industrial complexes with transport stability and convenience and services of electricity, water, and other infrastructure necessary for production such as: Thanh Hai Industrial Complex, and Thap Cham Industrial Complex calling for secondary investors. Despite the hard economic context of 2011, enterprises operating in provincial IZs and ICs still had rather good growth rate and export turnover. Specifically, production and business turnover reached nearly VND 726 billion, up by 2.2 times against 2010; direct export valued US $18.228 million.
 
Ninh Thuan is determined that, from now to 2020, industry will be the key economic sector in provincial industrialization and modernization, in which IZs will play an important role in investment attraction and the development of industries in all provincial economic sectors as in the planning, helping to create jobs and improve local labour qualifications and environmental protection. Keeping in mind such orientation, Ninh Thuan focuses on completing infrastructural investment in Du Long and Phuoc Nam IZs in 2011-2015, and developing Hieu Thien and Ca Na IZs in 2016-2020. In each district, there is one or two industrial complexes built to the scope of 30-50 hectares. Meanwhile, priority is given to calling for investment to develop infrastructure in 8 industrial complexes, including Thanh Hai, Thap Cham (Phan Rang-Thap Cham City), Ca Na (Thuan Nam), Tri Hai (Ninh Hai), Tan Son, Quang Son (Ninh Son), Phuoc Thang (Bac Ai), and Suoi Da (Thuan Bac).

Thanh Tung
