Removing Constraints of Construction Sector
In the conditions of global economic difficulties, Bac Ninh is also affected in the implementation of construction projects for socio-economic development. Consequently, Bac Ninh Department of Construction has applied several timely and practical solutions.
Limitation of new projects
The Department of Construction has advised Bac Ninh People’s Committee to facilitate the construction of housing projects for students, workers and low income residents by the State budget, concentrating investment capital for projects under construction plan of 2012-2013 and work out the plan for 2012-2015 while cancelling less urgent new projects.
Regarding projects invested by businesses, the province designs administrative formalities to encourage investments in such sectors as supporting industries, agricultural processing, trade and service, tourism, high technology, and clean and sustainable technologies. Regarding slow invested projects, the Department advises the People’s Committee to transfer them to other investors, while examining potential investors with good financial and operational capacities before granting them construction sites.
Accelerating administrative reform
Realizing the importance of administrative reform in attracting investments to the province, the Department has established “one-stop shop”, reviewed administrative formalities and submitted amendments for the approval of the People’s Committee to facilitate business activities.
The Department has recommended the People’s Committee to cancel three administrative formalities, transfer nine unrelated formalities and add 10 new ones. New administrative formalities have been approved by the People’s Committee by Decision 191/QD-UBND of February 16, 2012, with 44 administrative formalities. The Department has made available information on administrative formalities at the “one-stop shop” office and its website for easy access and supervision, at the same time receiving comments and recommendations for further improvements in the interest of business activities.
