As one of the key sectors helping to accelerate the process of restructuring agricultural producing process and rural area, over the years, fisheries has been focused on by Phu Yen province’s authority to develop effectively, positively contributing to local economic development as well as to the successful implementation of marine economic development strategy towards industrialization and modernization.
Being aware of the huge potential as well as great advantages in fisheries development, over the years, Phu Yen authority has considered fisheries the key economic strength and simultaneously developing the exploiting, planting and processing of marine products. The authorities have focused on investing in the fisheries industry and enhancing vessels, particularly those with high capacity to effectively implement the offshore fishing program. According to the Department of Agriculture & Rural Development, Phu Yen has over 7,300 vessels, of which about 950 have capacity of 90CV and up, currently fishing offshore.
Thanks to great attention paid to fishing gears, the value of exploited and planted marine products has increased considerably, accounting for 30 percent of the total value of agricultural, forestry and fisheries products of the province. In the first five months of 2012 only, the total value of exploited marine products has reached over 25,200 tonnes, increasing nine percent compared to the same period of 2011. Specifically, the capacity of tuna fishing has reached 5,020 tonnes, 11.6 percent up; other kinds of fish 17,000 tonnes; shrimp 630 tonnes; and other kinds of marine products 5,000 tonnes. Still having to struggle with several difficulties, yet supported by the government’s policies, fishermen have many opportunity to continue fishing. Several safety vessel groups have been established, contributing to exploiting resource as well as rescuing people and maintaining safety at sea.
Thanks to the mutual cooperation among provinces, on the basis of carrying out projects on aquaculture, in recent years, aquaculture has achieved positive results. Significantly, besides traditional marine products, the province has extended the grown objects to some with high economic value including oysters, abalone, black kingfish cobia, and seahorse. Besides, due attention is paid to enhancing the infrastructure serving aquaculture. Currently, Phu Yen province is going to build provincial experimental saltwater fish raising station provincial, invest in marine cages in An Hai commune (Tuy An District), and reorganize the aquacultural area of Xuan Dai Gulf, Cu Mong Lagoon, and Ban Thach River’s downstream.
Along with exploiting and planting, processing marine products and fishery logistic service have seen positive achievement over the years. To develop the processing of marine products sustainably and effectively, Phu Yen province initiates to diversify sources of mobilized capital. Particularly, the State uses budget to support and invest in the construction of food safety controlling system in the value chain approach for product management agencies and enterprises, build database systems and manage exported fishery product quality. Moreover, capital from organizations, individuals is also used to newly build or enhance processing factories and modern infrastructure serving logistic service, improve and make full use of modern technology.
To encourage fishermen to continue fishing, the province is carrying out programs and projects of the state including oil assistance, insurance, providing satellite integrated long-range communications for fishermen, and installing satellite connection equipment for 120 offshore fishing vessels under the MOVIMAR project funded by the French government.
In addition to efforts aimed at supporting and encouraging fishermen to continue fishing and avoiding marine source depletion, Phu Yen province authority is focusing on stabilizing fisheries output of about 40,000 tonnes per year; including tuna of about 6,000 tonnes. Also, the authority has well organized the co-production model, applied new technologies to increase the efficiency of offshore fishing, and constructed solid logistics fisheries service infrastructure, ensuring long-term fishing on the sea. Particularly in the field of aquaculture, the province initiates to diversify species and promote the advantages of each region with the total area about 6,000 hectares per year, reaching the output of over 20,000 tonnes.
