Improving Infrastructure to Raise Service Quality

To develop its potential and reach set targets, Haiphong City gives special attention to technical infrastructure development, particularly telecom infrastructure and IT. The city also needs to boost telecom infrastructure, IT and telecom services to welcome the National Tourism Year 2013. The Vietnam Business Forum interviewed Mr Nguyen Hong Quang, Director of the Haiphong Department of Information and Communications on this issue.
 
How has Haiphong City’s information and communications sector built telecom infrastructure works and improved service quality to prepare for the National Tourism Year 2013?
 The local information and communications sector has carried out specific measures to finish the construction of telecom works as well as raise telecom services. With our great effort, we have brought some remarkable achievements as follows:
 
Telecom activities have strong development with infrastructure network covering the whole city, particularly in rural areas and islands. Telecom and internet networks with modern technology have been expanded in scale with high speed and quality. The optical cable transmission network has been connected to all communes, wards and towns. The city sees high growth in telecom services. The number of internet and mobile phone subscribers has sharply increased.
 
Information and technology has been widely applied in state and party agencies, meeting demand for information exchange and serving as a useful tool for administrative reform. This has offered an easier access to public services for both people and enterprises.
 
Building and putting into operation two systems: the municipal e-gate system and video-conferencing system. Besides, the department has implemented specialised data transmission network. Haiphong is among pioneers in the country which has completed this network connection to agencies and districts to support the local People’s Committees to continue to bring the network to communes and towns.
 
IT infrastructure in the city’s state agencies has been much improved. The city has mobilised investment from different sources for IT infrastructure development. All local districts and agencies have local area network (LAN) and some other units have modern networks like WAN, VPN and WiFi. All units have been linked to broadband internet with high speed. Up to 97 per cent of computers in the agencies have been connected to Internet. The rate of cadres who have computers is estimated at 83 percent. Most agencies have their own server.
 
What has the Department of Information and Communications done to contribute opinions to the local People’s Committee in telecom infrastructure planning and development to serve the National Tourism Year 2013 and also to increase telecom infrastructure quality?
In 2013, Haiphong will host the National Tourism Year of the Red River Delta region. This is a major event, expected to attract a large number of both local and foreign visitors. Therefore, to develop the Haiphong tourism into the regional standards, it is important to prepare technical infrastructure to match big events. The Department of Information and Communication has consulted the local People’s Committee in IT and telecom infrastructure development:
 
Consulting the city People’s Committee in issuing two plans: Developing post and telecom services for the city until 2020 and IT application and development by 2020. Additionally, the Department of Information and Communications has also given its opinions to the committee in building the planning of passive telecom infrastructure
Consulting the city People’s Committee in issuing Decision No. 1917/QD – UBND on August 17, 2011 on approving upgrading and putting urban cable networks under ground in the 2011-2015.
 
Consulting the committee in building Worldwide Interoperability for Microwave Access project in the city.
 
Furthermore, the department has also supported the committee in issuing documents as well as implementation of tasks and measures to improve IT and telecom services
