Local authorities and people are striving to develop Ha Nam into an industrialized province, and Phu Ly city into the second grade urban zone by 2020. Other important targets of Ha Nam are to shift the economic structure toward industry, service, urbanization and human resource training; effectively manage land, water and minerals; enhance environment protection for sustainable development; effectively attract investment; and mobilise human resources to make a breakthrough toward rapid and sustainable socio-economic development.
Base for development
Ha Nam is blessed with a number of incentives to develop the building material industry. In the socio-economic development planning of the province, Ha Nam’s Party has always considered the development of the building material industry a key sector in the economy of the province. In recent time, the Ha Nam's building material industry has seen rapid development and maintained relatively high growth rates, particularly in 2006 - 2010. In 2006, building material production value reached VND1,535.4 billion. In 2010, this number was VND2,423.3 billion, accounting for 29.84 percent of the total provincial industrial value, and averaging growth of 14 percent a year. In 2010 the province had 517 manufacturing and building factories, increasing to 550 in 2011.
 
Provincial building material industry has effectively developed and exploited local strength in mineral resources as building materials and the local labour force to produce a variety of high quality products to meet market demand for building materials in the province and the area. This industry also contributes significantly to economic growth, supporting the transition of the province's economic structure towards industrialization and modernization. Besides, the industry has created work for many local people. Some building material industry clusters, including Thanh Nghi, But Son and Thanh Thuy, apply advanced production lines and environment-friendly, fuel-efficient technology. By 2010, the province had attracted ten rotary cement kiln projects with a total capacity of 7.68 million tonnes, which provide high quality products meeting domestic and international construction quality. Some projects include But Son 2, Hoang Long, HPG, Thanh Liem, and Xuan Thanh 1. At the end of 2011, Ha Nam totally removed brick ovens. Currently, the province has about 50 factories producing un-fired brick under semi-mechanical production technology and domestic equipment. In 2010, the output of stone construction was estimated at 8.9 million cubic meters. TRANSMECO and VIMECO contributed much to this success with a total capacity of 800,000 cubic meters per year.
 
Development planning
Mr Le Van Quy, Director of the Ministry of Construction of Ha Nam said that the province is located at the southern gateway of Hanoi, an important position for socio-economic development and defence and security. Two arterial routes, National Highway 1A and Ha Nam – Thai Binh Highway, run through the province and create favourable conditions for the development of Ha Nam in the coming years. The plan of "Compressed Urban Development" has made Phu Ly city the centre of trade and services. Duy Tien district is now home to many industrial urban areas, including Dong Van Industrial Zone I, II, III, and university urban zones including the College of Industry and the College of Medicine. Based on specific conditions and existing potential, the province will develop the building material industry in Thanh Niem and Ly Nhan districts.
 
Under the development plan to 2020, Ha Nam will have 19 urban townships along the two national highways. The closest target of the construction industry is to turn Dong Van into a town and to upgrade Phu Ly to the second grade urban zone by 2020. This will be the bright spot to accompany the development of satellite towns as planned until 2020 and vision to 2030.
