Based on the recent achievements, Ninh Thuan province has identified its new vision and development strategy with the focus on rapid and sustainable economic development, making Ninh Thuan a bright point in the major economic area of the Central Region and of the whole country.
With the target of turning Ninh Thuan into a destination in Vietnam in the future, Ninh Thuan province was the first to hire foreign consultants from Monitor Corporation (the United States) and Arup Corporation (England) to build a comprehensive socio-economic development strategy to 2020, with prospect to 2030, which creates a motivation to push up Ninh Thuan, as well as creates a premise for both domestic and international investors seeking investment opportunities in Ninh Thuan. In the future, the province will prioritise 6 major fields, including 4 economic fields that are vital for development namely energy; agriculture and seafood; industry; tourism; and 2 supporting fields: construction and real estate; and education, training and vocational training.
In tourism, Ninh Thuan will develop model luxurious resorts. Besides, the province will also tap its tourism potential to create high competitiveness compared to other provinces in the region.
In the energy field, in accordance with Government’s planning, Ninh Thuan province will become a centre of clean energy for the whole country, with its core in 2 nuclear power plants with total capacity of 8,000MW, with total investment capital of US$10 billion. The construction is expected to commence in 2014 and plants will be put into operation in 2020, which creates conditions to develop supporting industries and services.
As for agriculture and seafood, the province will call for investment into clean agricultural products, plants and animals with high added value, apply modern technology to improve competitiveness and create unique products.
In industry, the province will concentrate on developing clean industry models that do not influence the environment, industrial products with high added value, high competitiveness and using clean energy, creating major brands for the province.
Aiming to become a centre for training high quality human resources for the region, Ninh Thuan province has approved the plan for developing human resources in the period of 2011-2020. Moreover, the province has also upgraded the vocational school to a vocational college. Currently, Ninh Thuan is cooperating with well known, prestigious universities and training centres domestically and internationally to establish and put into operation centres for training high quality human resources for the province and several provinces of the South Central and Highland regions.
In construction and real estate, the province puts priorities on projects most effectively exploiting land, especially coastal areas to establish urban areas, new residential areas, industrial zones and ports. It promotes socialized investment, attracting capital for developing infrastructure, education, health service and environment protection.
Ninh Thuan plans to offer most favourable conditions for investors in regulation schemes of the Government, especially for investors having projects in the province. Ninh Thuan People’s Committee issued Decision 20/2010/QD-UB on establishing the Economic Development Office (EDO). Accordingly, investors coming to Ninh Thuan have only had to work with EDO to complete all procedures, from establishing an enterprise, investment registration, land and construction processes, to implementing projects, reducing time needed by 30 percent – 50 percent compared to the regulations.
With strong determination, Ninh Thuan province will create new changes improving the investment environment, upgrading province-level competitiveness in following times, creating motivations to implement socio-economic development strategy in Ninh Thuan province to 2020, and prospect to 2030.
