In recent years, the agricultural and forestry production and rural economy continues to maintain stability and comprehensive development in Lang Son province. The production growth of value of agriculture, forestry and fisheries average in the period 2006 to 2010 reached 4.67 percent per year. Types of crops have shifted sharply. Some areas where product manufacturing expanded include tobacco products in the Bac Son, Huu Lung, Chi Lang districts, vegetable products along Lang Son city, pine trees of Loc Binh, Dinh Lap districts, black jelly products in Trang Dinh, Van Lang, Binh Gia, and anise plants in Van Quan district.
Enhancing the goods value
The transfer of science and technology has been a focus. Production has gradually developed towards increasing assurance of production, productivity and quality of agricultural products. The application of new types of high-yield rice with high quality and productivity along with agricultural extension and disease prevention has been promoted. The usage of new varieties in 40 percent of rice areas and 100 percent of maize has stabilized total productivity of 300 thousand tonnes per year and ensured socio-political security in the rural area. Besides, the farmers' living standards have been improved significantly, contributing to the overall growth and socio-economic stability in rural areas.
The implementation of agricultural planning has been approved by the provincial People's Committee and the province continues enhancing rural and agricultural development planning. This helps contribute to the production of agriculture, forestry and fisheries by intensively increasing productivity, improving food quality and safety, promoting the restructuring of crops and plants, selecting and developing crops and livestock based on the advantages of each region, boosting production towards centralized development to form areas of agricultural produces to meet market demand, adopting common measures to reduce the cost of production, reducing costs to enhance the competitiveness of goods, improving the quality and effectiveness of estimating and forecasting the crop pests.
Fostering administrative reform
With the economic characteristics of Lang Son, agricultural and rural economics engage 70 percent of the population; therefore, attracting investment in agriculture and forestry for agricultural and rural development is very important to contribute to the economic growth of the province, and social and political stability in rural areas.
To create favourable conditions for businesses to invest in agriculture and forestry, the department of Agriculture and Rural Development has advised the provincial People's Committee to issue a number of plans in the field of agriculture, forestry and fisheries in the period of 2011 to 2020, and towards the vision of 2030, and 06 policies to support the development of agriculture, forestry and fisheries.
Contributing to a favourable legal environment for businesses to invest in agriculture and forestry within the province, the Department of Agriculture and Rural Development has reviewed the reforming of administrative procedures to advise the Lang Son province on the announcement of new administrative procedures based on the implementation of Plan 6/KH- UBND dated January 30, 2013. Since then, the administrative procedures under the jurisdiction of the Department have been reduced from 57 to 43 procedures. Currently, reviewing and considering the removal of administrative procedures which are no longer appropriate continues to be promoted by the agricultural sector of Lang Son.
The promotion of reforming administrative procedures has facilitated and supported the economic sector, particularly for small and medium enterprises to invest in production and development of processing and preserving agricultural products, handicrafts, trades and services in rural areas.
Besides, the department has always focused on strengthening investment promotion activities, trade, investment, brand building and introduction of geographical products with strong advantages of the province. This helps improve reputation and brand, and encourages new market entry for agricultural and forest products of Lang Son. In the future, some fields such as product processing after harvesting, livestock farming with bio-security measures, and new rural models will be promoted to attract investment.
