Information and Communications Sector: Perfecting Infrastructure, Improving Service Quality

To unlock the potential to realise its development goals, Bac Ninh province needs to place special emphasis on technical infrastructure development, particularly telecommunications, information technology (IT) infrastructure improvement. Enhancing the quality of telecommunication services is an important task of the communication and information sector. Vietnam Business Forum has an interview with Mr Nguyen Dinh Thang, Director of Department of Information and Communications of Bac Ninh province, on this issue. Duy Binh reports.
After nearly five years of implementing Resolution 01-NQ/TU dated September 24, 2010 of the Provincial Party Committee, what are some remarkable results the Department of Information and Communications has achieved?
To perform the tasks assigned by the Provincial Party Committee, the Department of Information and Communications has worked with telecom units to carry out specific tasks to perfect telecommunications and IT infrastructure and improve service quality. Up to now, the sector has achieved remarkable results as follows:
Telecommunications field has witnessed strong development. The infrastructure and service cover throughout Bac Ninh City, especially in rural areas. Modern telecom and internet networks are being expanded with broader bandwidth, higher speed and higher quality. Fibre-optic cable transmission system has reached all communes, wards and townships. The growth of telecommunication services is high. The number of telephone and Internet subscribers accelerates.
 
IT has been widely applied in all Party and government agencies. It has served a useful tool for administrative reform and service improvement for citizens and businesses.
 
Electronics industry is outstanding developing rapidly to lead the country by revenue. The ICT Readiness Index of Bac Ninh province was ranked Top 10 in Vietnam.
Press and publication activities have been enhanced to contribute to socioeconomic development and national security.
 
All agencies from province to local levels use fibre-optic cables. The telephone density (both wired and wireless) is expected at 140.06 subscribers to 100 inhabitants at the end of 2015. Internet density (including wired, wireless and smart phones) is 78.09 subscribers to 100 inhabitants. All agencies from province and district levels have specialised IT units and staff. In 2014, its ICT Index ranked second out of 63 provinces and cities nationwide.
 
In order to raise telecom and IT infrastructure, how has the communication and information sector advised the Bac Ninh Provincial People's Committee on telecom and IT infrastructure development planning in the next years?
In recent years, by socioeconomic research, the information and communication sector of Bac Ninh has advised the Bac Ninh Provincial People's Committee to improve ICT infrastructure and service quality with the following steps:
 
Consulting the Provincial People's Committee on approval of Decision 1796/QD-UBND dated December 31, 2011 on ratification of the adjusted master plan on posts, Telecommunications and IT development of Bac Ninh province.
 
Deploying specialised data transmission network to all communes, wards and townships. VNPT Bac Ninh is the supplier of specialised data transmission networks for State agencies in the province.
 
Advising the Provincial People's Committee to issue Decision 565/QD-UBND dated June 11, 2014 on approving wifi covering plan in Bac Ninh province
Upgrading data integration centre to be the sole house of servers for IT systems in the province.
