What advantages does Ha Tay possess in attracting domestic and foreign investment?
Ha Tay lies next door to Hanoi with complete infrastructure, large and diversified natural areas, a large, young workforce, famous landscapes, cultural and historic relics, and craft villages favourable for the development of tourism and services.
The province also has important projects built by the central government such as Hoa Lac hi-tech park, Hanoi University, and the Cultural village of ethnic nationalities. The economic growth rate in 2001-2005 was 9.6 per cent (11.14 per cent in the first half of 2005).
With such advantages, why does Ha Tay not appear attractive to investors?
There are indeed many important domestic and foreign investment projects in Ha Tay. Since 2001, the province has received 215 domestic projects with a total investment of VND3,200 billion and 34 FDI projects with registered capital of US$52.5 billion. However, it remains modest in comparison with its advantages. The causes can be found in planning, especially land issue, poor infrastructure in industrial zones and centres, as well as public awareness on economic restructuring, industrial and service developments, investment promotion and management.
How could Ha Tay improve its image, particularly after the VCCI listing?
We often review our strong and weak points and know clearly where we stand. The province has decided to improve its investment environment for all levels and sectors. Administrative reform has been accelerated with the implementation of a one-stop shop mechanism, and transparency and preferential treatment to attract more investors. In addition, a telephone hot-line and public poll have been established to overcome burdensome bureaucracy and in some cases corruption and facilitate more ease for investors.
What preferential treatment have you implemented in order to attract human resources?
Everyone with capacity and willingness from all parts of the country is encouraged to come and work in Ha Tay. The province will offer the best conditions for their work and livelihood. Detailed policies are under preparation and will be announced soon.
What is the likely investment situation and ranking of the province in the coming years?
With the policy of renewal and WTO membership, Vietnam will be more attractive to domestic and foreign investment. The province will continue its efforts to attract more investment. Currently, many important projects are under consideration for investment licenses.
