Accordingly, the Program aims to develop digital government, digital economy and digital society: At least 90% of work records at central and provincial levels, 80% of work records at district level and 60 % of commune-level work records processed in the network environment; striving that 100% of managers at all levels participating in the implementation of the National Target Program on building new rural areas will be trained and improve their capacity in digital transformation. At least 70% of communes have cooperatives, 70% of district level have production linkage models associated with consumption of key agricultural products, and 50% of linkage models associated with raw material areas have technology application. number. At least 40% of units (commune and district level) provide at least one essential service (health, education, community monitoring, security and order, environment, culture) and organize consultations. feedback on people's/community's satisfaction on new rural construction results through an online application. Strive for each province and city to have at least 1 pilot model of smart new rural communes according to the most outstanding fields (economics, rural tourism, environment, culture...).
The program sets out four tasks: propaganda and awareness raising about digital transformation in new rural construction; promote the building of digital government in the construction of new rural areas; promoting the digital economy in rural economic development; focus on developing digital society in new rural construction and 5 key solutions: training and capacity building on digital transformation; formulating and perfecting mechanisms and policies; promote the development of digital infrastructure and digital data; pilot implementation of digital transformation model in new rural construction; mobilize resources for implementation.
Discussing at the conference, delegates from Quang Nam, Tra Vinh, Thanh Hoa, Ca Mau, Kien Giang and the Vietnam Women's Union mentioned the results, difficulties and limitations in protection work. environment, building new countryside locally; propose the Government, ministries and central branches to solve and remove problems and shortcomings; at the same time, some experiences and solutions to effectively implement the 2 Programs are also mentioned. During the program, delegates from An Giang, Bac Kan, Lai Chau, Thua Thien Hue provinces, and T-Tech Vietnam Corporation, informed about the situation and activities of implementing digital transformation in construction. new rural construction in the area. Speaking at the conference, Deputy Minister of Natural Resources and Environment Vo Tuan Nhan welcomed that localities have had many good models and solutions in protecting the rural environment and need to be replicated across the country. Comrade said that up to now, the Central Government has issued many documents and policies on environmental protection and adaptation to climate change; These are important legal bases and foundations for agencies and units to implement. Therefore, in the coming time, all levels, branches and localities need to focus on implementing more drastically the protection of the rural environment to improve the quality of people's living environment, build green rural landscapes - clean. At the same time, pay attention to effectively implement 6 key tasks on issues: treatment and collection of domestic and industrial waste; have mechanisms and policies to attract enterprises to invest in wastewater treatment in craft villages, animal husbandry, domestic wastewater, especially in mountainous areas; to completely deal with landfills causing environmental pollution; invest in improving infrastructure, ensure resources to achieve the objectives in the Program; proactively develop plans and projects on environmental protection, food hygiene and safety, clean water supply... The Deputy Minister also suggested that central and local ministries, branches and localities continue to closely coordinate closely with the Ministry of Natural Resources and Environment to well implement the Law on Environmental Protection and other relevant regulations.
Concluding the conference, Mr. Tran Thanh Nam, Deputy Minister of Agriculture and Rural Development, requested agencies, units, provinces and cities to continue to give comments on the draft implementation plans of Decision 924/ QD-TTg, 925/QD-TTg of the Prime Minister to complete, submit for promulgation, and soon implement. He also emphasized that localities should proactively implement to ensure the goals set out in 2 Programs on environmental protection and digital transformation in new rural construction; which focuses on building and replicating pilot models across fields.
